The consultant will provide high-level technical support in statistical and econometric analyses applied to the education sector, supporting various projects of the IIEP-UNESCO Africa office. The role involves data analysis, methodological development, and contributing to reports to improve education policy and planning in African countries.

Responsibilities

  • Support the development of data source mapping.
  • Contribute to the study protocol including methodological approach.
  • Support processing of multiple datasets and statistical and econometric analyses for diagnosing current practices and evaluating allocation strategies.
  • Assist in drafting study reports identifying allocation options at central and decentralized levels.
  • Support literature review and mapping of governance roles and responsibilities in teacher management.
  • Contribute to identifying and analyzing bottlenecks in decentralized teacher management mechanisms.
  • Support statistical and institutional analysis of decentralization effects on resource efficiency, teacher management quality, and equity including gender dimensions.
  • Analyze interactions between governance mechanisms and teacher allocation and management outcomes.
  • Contribute to recommendations to improve coordination and efficiency in teacher management systems.
  • Support cleaning and processing of three waves of complex teacher attendance data.
  • Construct panel data from three surveys and analyze data to produce indicators for the third wave and the series.
  • Support cleaning and processing of data from a study on learning outcomes.
  • Analyze processed data and produce disaggregated indicators by equity and inclusion dimensions.
  • Prepare data for sampling and conduct sampling for a preschool study.
  • Support contextualization, testing, and finalization of data collection tools.
  • Support cleaning, processing, and statistical, econometric, and psychometric analyses of collected data.
  • Participate in report writing.

Requirements

  • Minimum Master's degree in economics, statistics, econometrics, quantitative and qualitative research methods or equivalent fields.
  • At least ten (10) years of relevant experience in quantitative analysis and/or research in education.
  • Proven expertise (minimum 10 years) in statistical and econometric analysis using modern tools.
  • Ability to communicate orally and facilitate technical discussion sessions.
  • Excellent writing skills and ability to synthesize information.
  • Ability to work autonomously.
  • Advanced proficiency in at least one statistical and econometric software (Stata, R, Python or equivalent).
  • Excellent oral and written communication skills in French.
  • Desirable: At least ten (10) years of experience conducting advanced studies and research related to the consultation themes.
  • Desirable: Excellent knowledge of the African education system.
