The Supply Chain Officer is responsible for overseeing supply chain activities in the Country Office, ensuring delivery of quality goods and services to beneficiaries at optimal price and in a timely manner. The role involves strategic planning, procurement, warehouse management, transport and distribution, and supervising supply chain staff.

Responsibilities

  • Conduct strategic planning for supply chain related activities of the Country Office in collaboration with internal and external stakeholders and relevant HQ units.
  • Conduct logistics capacity assessment and market research to inform decision-makers about local market trends and developments.
  • Supervise and manage all supply chain management related tasks including planning, budgeting, scheduling, and provision of goods and services.
  • Lead and supervise supply chain activities including procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics information management and reporting.
  • Identify supply chain bottlenecks and optimize processes to ensure timely and efficient delivery of goods and services.
  • Review procurement requests, evaluate vendors, solicit bids and quotations, oversee bidding process, and ensure compliance with procurement rules.
  • Liaise with programme management to support tendering processes and ensure fair and transparent bidding.
  • Ensure timely submission of asset procurement and other reports within the Country Office, Regional Office and HQ.
  • Establish and manage internal control mechanisms for Supply Chain Management to safeguard assets and prevent fraud.
  • Monitor maintenance and repair of office facilities and establish maintenance agreements with service providers.
  • Supervise, train and guide SCM staff, monitor and promote their professional development.
  • Represent the Country Office in UN inter-agency meetings and forums related to supply chain management.

Requirements

  • Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
  • Experience in managing diverse procurement and logistics operations.
  • Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics.
  • Excellent level of computer literacy and good knowledge of Oracle is an advantage.
  • Fluency in English (oral and written) is required.
  • Working knowledge of Arabic and another official UN language (Chinese, French, Russian, Spanish) is an advantage.
