The WASH Programme Development Manager will develop the WASH Country Office programme, provide technical oversight and strategic direction to Area Offices, and lead the development of WASH strategies and donor engagement in Mozambique. The role involves ensuring high technical quality, capacity building, partnership development, and representation in relevant forums.

Responsibilities

  • Lead the development of the WASH Core Competency strategy, technical guidance documents, Theory of Change and Macro LFAs
  • Ensure compliance with NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
  • Identify trends in technical standards and donor priorities
  • Follow up on compliance with contractual commitments and ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support to partners
  • Extract key learnings from programme implementation and incorporate them into staff development
  • Provide systematic training and build capacity of WASH and Shelter staff
  • Represent NRC in relevant forums/clusters including national authorities and donors
  • Promote the rights of IDPs/returnees in line with advocacy strategy
  • Develop and lead WASH proposals, budgets, modifications, project reviews and reporting
  • Conduct needs assessments and support programmatic MEL and indicator tracking
  • Enable collaboration between agencies, partners, local civil society and authorities
  • Support recruitment processes for Grade 7 or above WASH staff
  • Lead implementation of Safe and Inclusive Programming Minimum Standards
  • Build exit strategies and conduct capacity building for sustainability

Requirements

  • Master’s degree in water engineering or a closely related field
  • Minimum 5 years of WASH programming experience as Specialist, Programme lead, PDM, or Project Manager in a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Experience in strategically working with local authorities and local utilities
  • Experience in starting up and scaling up ambitious WASH programmes
  • Experience designing WASH interventions for both housing and public infrastructure
  • Fluency in English and Portuguese both written and verbal
  • Desirable: Experience developing WASH strategies as part of multi-CC Area-Based Approach
  • Good knowledge of the Mozambique context
  • Experience in building local partnerships and capacity building
  • Technical knowledge and experience of the community engagement process in a humanitarian context
