Spécialiste National.e en Cohésion Sociale

The National Specialist in Social Cohesion will support the implementation of the TARABOT project activities focused on strengthening social cohesion to prevent violent extremism in Tunisia. The role involves advising on project implementation, managing partnerships, promoting knowledge management, and ensuring coordination among stakeholders to achieve project objectives related to youth inclusion and rehabilitation.

Responsibilities

• Advise and contribute to effective project implementation according to the annual work plan, focusing on products 2 and 3 of the project document.
• Participate actively in programming and decision-making within the team and contribute to documentation efforts.
• Monitor responsible parties for project implementation, including development, supervision, and contracting of Responsible Parties (RPs).
• Coordinate closely with the Project Analyst to ensure financial monitoring of RPs and compliance with UNDP's Harmonized Approach to Cash Transfers (HACT).
• Produce terms of reference and concept notes for planned activities, consultations, acquisitions, and subcontracting.
• Supervise the Social Cohesion Associate position including objective setting, performance management, professional development, and task prioritization.
• Provide technical support to institutional and associative partners on social cohesion strengthening approaches.
• Create a multi-stakeholder consultation mechanism for monitoring and evaluation of products 2 and 3 implementation.
• Facilitate interministerial collaboration within the government and between the National Commission for the Fight Against Terrorism (CNLCT) and key ministries.
• Support communication and coordination between the project and local and national partners including civil society, public authorities, security forces, and private sector.
• Support coordination and synergies with other interventions in PEV and social cohesion implemented by the UN system and development agencies in Tunisia.
• Identify potential technical partnership areas with other agencies and donors.
• Provide technical expertise on social cohesion adapted to the Tunisian context for project implementation and monitoring.
• Ensure coherence and quality of programmatic approaches in social cohesion, youth risk behavior prevention, and reintegration of vulnerable youth.
• Advise project partners on implementation strategies to achieve social cohesion outcomes.
• Support preparation of annual project reports including progress, challenges, opportunities, and recommendations.
• Participate in capitalization of project experiences and lessons learned.
• Contribute to production of case studies and success stories for dissemination.
• Promote project visibility and results.
• Contribute to training and capacity building of project stakeholders.

Requirements

• Master's Degree in Community Development, Planning, Gender, Social Sciences, Political Science, Economics or equivalent with 5 years of relevant experience, OR Bachelor's Degree with 7 years of relevant experience.
• At least 5 years (for Master's degree) or 7 years (for Bachelor's degree) of relevant professional experience in governance, social or community affairs, social development and/or international development.
• Proven experience in a national or international development institution.
• Experience in facilitating partnerships with institutional and non-governmental actors at local and national levels.
• Experience in social development projects and/or social cohesion strengthening is desirable.
• Experience with a United Nations agency is desirable.
• Experience working or partnering with Ministries of Social Affairs and/or Youth and Sports is desirable.
• Good knowledge of the regulatory and institutional framework of violent extremism prevention (PEV) in Tunisia is desirable.
• Excellent command of Arabic and French (oral and written).
• Good command of English is desirable.
