Expert in Transport Finance

The ESCAP secretariat (Transport Division) is implementing a project to strengthen capacity of member states in Asia and the Pacific to implement low carbon and resilient transport action plans. The consultant will support Indonesia in developing a costed implementation plan on transport related measures included in Indonesia’s NDC 3.0, serving as a master investment blueprint for transport decarbonization and climate action.

Responsibilities

• Conduct detailed analysis of Indonesia’s NDC 3.0 mitigation targets for transport and transport decarbonization goals and strategies.
• Develop an inception report detailing the work plan and methodology.
• Identify, assess, and prioritize potential transport mitigation projects and measures.
• Develop detailed capital (CAPEX) and operational (OPEX) cost estimates for prioritized interventions.
• Draft a comprehensive report on the costed implementation plan covering transport, including targets, project pipeline, timelines, responsible entities, and MRV frameworks.
• Ensure integration of transport mitigation components with adaptation, loss and damage, and cross-cutting themes such as gender and social inclusion.
• Participate in project workshops, technical working group meetings, public consultations, and Technical Advisory Group meetings.
• Present technical analyses, incorporate stakeholder feedback, and support validation of the cost implementation plan for transport.
• Undertake limited duty travel within Indonesia if necessary for consultations or data collection.

Requirements

• Advanced university degree in transport, civil engineering, energy studies, environmental science, climate change, or related field.
• At least 7 years of working experience in sustainable transport, climate change mitigation, transport decarbonization, or transport finance.
• Demonstrated expertise in GHG accounting, transport modelling, and developing mitigation project pipelines.
• Experience in transport policy analysis in Southeast Asia.
• Strong understanding of Indonesia’s national climate policies and institutional frameworks.
• Proficiency in English, good communications and excellent writing, synthesis and editing skills.
