The Inter-Regional Adviser (IRA) provides high-level technical expertise and policy advice to governments and stakeholders on sustainable financing strategies and integrated national financing frameworks, focusing on macroeconomic and macrofiscal dimensions. The role involves capacity development, policy formulation, resource mobilization, and contributing to the Financing for Sustainable Development outcomes within the UN Department of Economic and Social Affairs.

Responsibilities

  • Provide high-level policy advice online and/or through short-term field missions to Governments and other relevant stakeholders in developing countries on sustainable financing strategies and integrated national financing frameworks, focusing on macroeconomic and macrofiscal dimensions and Financing for Development outcomes.
  • Monitor, study and analyze trends and best practices on sustainable financing strategies and prepare policy advisory notes to inform governments and feed into intergovernmental processes.
  • Lead the design/redesign of national policies and strategies for financing sustainable development and achieving internationally agreed development goals including the SDGs.
  • Lead the design, implementation, monitoring, evaluation, and reporting of capacity development programmes, projects and activities at national, regional and global levels.
  • Provide leadership in implementing gender mainstreaming guidelines in all planned actions including legislation, policies or programmes.
  • Contribute substantively to global, regional, sub-regional, and national workshops, seminars, colloquia, and training events including agenda preparation and presentations.
  • Lead resource mobilization strategies, especially for extra-budgetary funding.
  • Develop and update training materials for capacity development activities.
  • Liaise with professional networks and make external capacity development resources available to DESA.
  • Establish and nurture partnerships and networks on sustainable financing strategies and integrated national financing frameworks.
  • Provide inputs for normative and advocacy functions of the Division based on capacity development expertise.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in economics, finance, development or related field.
  • A minimum of ten (10) years of progressively responsible experience within the UN development system and/or related to operational activities for the development of the UN system in the area of financing for sustainable development is required.
  • At least five (5) years of professional experience in advisory work in developing countries (including transition countries), preferably in more than one region, is required.
  • At least five (5) years of experience in sustainable financing strategies and integrated national financing frameworks is required.
  • Experience in international technical cooperation and capacity development is required.
  • Experience in macroeconomic and macrofiscal policies is desirable.
  • Experience in developing policy guidance on financing for sustainable development is desirable.
  • English language proficiency at UN Level III in reading, writing, listening, and speaking.
