The Programme Policy Officer (M&E/VAM) supports the development and implementation of monitoring, evaluation, and vulnerability analysis activities to inform WFP's food assistance programmes for Sahrawi refugees in Algeria. The role involves managing data gathering, analysis, reporting, capacity building, and coordination with partners to ensure evidence-based decision-making and effective programme implementation.

Responsibilities

  • Contribute to the development of VAM projects, activities, plans and processes aligned with WFP policies and guidance.
  • Support development of systems and tools for monitoring and assessment of food assistance needs using innovative methodologies.
  • Develop food security and vulnerability analysis and prepare timely reports to inform country strategy, policies and programmes.
  • Coordinate data gathering and monitoring systems ensuring quality standards.
  • Liaise with implementing partners to monitor projects, ensuring collaboration, timeliness, efficiency and risk identification.
  • Support capacity building of WFP staff, partners and national government in vulnerability analysis.
  • Implement evidence-based targeting approaches across CSP activities, manage assessment and targeting exercises, co-facilitate targeting working group, and document processes.
  • Support partners focusing on food security and nutrition to share experience and best practices.
  • Provide inputs to Monitoring, Review and Evaluation plans compliant with WFP requirements.
  • Budget for M&E costs and advocate for resources.
  • Provide feedback on Regional Monitoring and Evaluation Strategies and support operationalization.
  • Contribute to evidence-based decision-making through accessible monitoring and evaluation findings and innovative products.
  • Support management in addressing recommendations from monitoring, reviews and evaluations.
  • Build M&E capacity of WFP staff and partners through training and information sharing.
  • Manage and guide junior staff for high performance.
  • Contribute to inter-agency monitoring, reporting and evaluation frameworks including Sahrawi Refugee Response Plan.
  • Integrate cross-cutting issues such as protection and gender perspectives.
  • Support development of Theory of Change at CSP design stage.
  • Ensure CO monitoring systems and tools comply with corporate standards and minimum monitoring requirements.
  • Disseminate distribution data and reports to management and HQ.
  • Establish and maintain partnerships for Third party monitoring and provide necessary training.
  • Support mid-term reviews, thematic reviews and evaluations for learning and decision-making.
  • Guide and supervise junior staff, acting as referral point.
  • Act in emergency response capacity as required.
  • Lead implementation of Minimum Monitoring Requirements including assessments and AME budgets.

Requirements

  • Advanced University degree in social sciences, statistics, development economics, epidemiology, performance management, monitoring and evaluation or related fields, or First University degree with additional relevant work experience and/or training/courses.
  • Minimum of three years of professional work experience in food security analysis, monitoring and/or evaluation, with strong proficiency in quantitative and qualitative analytical tools and methods.
  • Practical expertise in food security analysis and mapping, including design, data collection and analysis of multiple assessments.
  • Experience in managing teams across diverse contexts to achieve results.
  • Experience in international development or humanitarian sector is preferable but not essential.
  • Strong technical skills on monitoring methods and data analysis.
  • Professional SPSS skills are mandatory; knowledge of other statistical packages/software (STATA, SAS, R, Python, Tableau) is desirable.
  • Facilitation and teaching skills to conduct training.
  • Excellent writing and communication skills.
  • Fluency (level C) in English.
  • Intermediate knowledge (level B) of a second UN language, e.g. French and Arabic.
