The Emergency Grants Coordinator, Global Surge plays a critical role in supporting emergency humanitarian responses by leading grant management, donor compliance, proposal development, and reporting functions in rapidly evolving crisis settings. This position ensures timely mobilization and stewardship of donor funding through high-quality proposals, robust monitoring and reporting systems, and effective coordination with program teams, partners, donors, and headquarters.

Responsibilities

  • Ensure high quality and timely submission of funding proposals through development of timelines, coordinating technical and financial input, writing overviews, editing and formatting proposal documents, and liaison with HQ on approval and submission processes.
  • Work with program and management staff to promote and ensure development of strong data collection and monitoring & evaluation process, detailed collection and analysis of program data.
  • Hire and train in-county grants staff as the need arises to efficiently support the scale and scope of the program.
  • Establish and ensure maintenance of comprehensive grant files and related information management processes including issuing reporting formats and schedules, maintaining donor and external contact information/files and protocols and establishing a photo library.
  • Participate in and/or lead grant opening and review meetings; ensuring all required information is circulated in advance, meetings are fully documented and action items completed.
  • Provide advice on donor grant compliance issues, visibility and reporting requirements; proactively engaging with program teams to ensure appropriate IRC and donor visibility.
  • Coordinate partner subgrant processes including preaward assessments, subgrant development, HQ review and approval processes, related partner reporting and compliance training to promote an encouraging and constructive relationship and effective oversight of subgrant activities and results.
  • Prepare high quality and timely donor and management reports on grants and sector activities in close collaboration with program staff.
  • Represent IRC and coordinate with other agencies, local government, donors and other partners to promote deliver of best practice humanitarian assistance and coordination of efforts.
  • Support media and communications activities as requested by the emergency response team.
  • Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program monitoring data and staff performance information.

Requirements

  • Significant experience in grants management, humanitarian program management, or a related field, including work in emergency and conflict-affected settings.
  • Strong knowledge of major humanitarian donor regulations and compliance requirements, including UN agencies, USAID/BHA, ECHO/EC, and FCDO (formerly DFID).
  • Proven experience coordinating donor proposals, grant management processes, reporting, and compliance across multiple stakeholders.
  • Excellent English writing, editing, and communication skills; additional language skills are an asset (French fluency preferred).
  • Strong understanding of monitoring, evaluation, and data management systems, with experience supporting program quality and accountability.
  • Experience developing project budgets and working closely with finance teams on donor financial requirements.
  • Demonstrated ability to build partnerships, facilitate collaboration across departments, and provide training and guidance on grants management and donor compliance.
  • Strong organizational and project management skills, with the ability to manage multiple priorities and meet tight deadlines in fast-paced environments.
  • Ability to work independently, adapt quickly to changing circumstances, and perform effectively in high-pressure emergency response contexts.
  • Willingness and ability to deploy internationally on short notice to support humanitarian emergencies.
