The Logistics Officer supports the logistical aspects of the organization by managing procurement requests, purchasing processes, storage, and payments to suppliers in collaboration with program and support teams, ensuring compliance with internal procedures. The officer ensures the proper execution of daily logistical operations and contributes to the transparency and reliability of logistical data.
Responsibilities
- Work in compliance with NRC policies, tools, manuals, and guidelines.
- Assist in implementing the logistics function according to the action plan.
- Write reports on the progress of logistics activities as requested by the supervisor.
- Ensure proper digital and electronic archiving of documents.
- Encourage and propose improvements to the logistics function.
- Implement approved logistics strategies at the country level.
- Support supply chain management according to established rules and procedures.
- Write reports including purchase follow-up according to approved purchase plans, price list updates, supplier registry, contract follow-up, bid opening minutes, fleet and internet expense tracking, and kit distribution plans in South Kivu sites.
- Responsible for physical and electronic archiving of logistics documents in compliance with NRC filing standards.
- Support the Logistics Team Leader in market analysis at the zone level.
- Identify, anticipate, and manage supplier risks; participate in supplier evaluation and update supplier database.
- Contribute to monitoring framework agreements available in South Kivu.
- Perform any other relevant tasks related to the function.
Requirements
- Bachelor's degree plus 3 years in logistics or related fields, or minimum 4 years of similar experience if education level is lower.
- At least one year of professional experience as an Officer in a support function preferably in supply chain within a humanitarian context.
- Skills in procurement processes.
- Computer skills in Word, Excel, and Outlook.
- Proven results in responsibilities related to the position.
- Excellent writing and communication skills in French; English is an asset.
- Knowledge of local languages is an asset.
- Knowledge of Congolese legislation.
- Knowledge of the local environment of South Kivu is an asset.
- Ability to collaborate effectively in a multicultural environment.
- Must be Congolese national with knowledge of the context of Eastern DRC.
