The SLCP Resource Mobilization Specialist will provide technical and strategic support to the Secretariat of Urban Environment, Water Resources, and Environmental Quality of the Ministry of Environment and Climate Change (SQA/MMA) and to the SLCP Unit in developing and implementing a resource mobilization strategy for Brazil’s SLCP agenda covering different SLCP emission sectors, such as agriculture, transports, waste, and energy. The Specialist will collaborate with partners and help the identification of financing needs and funding opportunities, engage with national and international donors and partners, and preparate funding proposals, concept notes, and related strategic materials for priority SLCP initiatives, including the Clean Air and Climate Plan for SLCP Reduction.

Responsibilities

  • Prepare and implement a resource mobilization strategy for Brazil’s SLCP agenda, identifying financing priorities, target funding sources, and engagement pathways to support short-, medium-and long-term fundraising efforts
  • Map and maintain an updated overview of potential donors and financing partners, including national, bilateral, multilateral, philanthropic, and private-sector sources relevant to Brazil’s SLCP agenda
  • Monitor donor priorities, funding cycles, calls for proposals, and eligibility requirements relevant to SLCP mitigation, and advise SQA/MMA, the SLCP Unit, and the CCAC Secretariat on strategic funding opportunities
  • Collaborate with expert and partners, and prepare and coordinate concept notes, project proposals, donor briefings, and other resource mobilization materials for SLCP initiatives in Brazil, including those related to the Clean Air and Climate Plan for SLCP Reduction
  • Coordinate with SQA/MMA, the SLCP Unit, consultants, and sector stakeholders to consolidate the technical, programmatic, financial, and institutional inputs required for proposal development and donor engagement
  • Identify and help advance strategic partnerships with donor agencies, development partners, philanthropic organizations, financial institutions, and other relevant actors to strengthen funding opportunities for SLCP mitigation in Brazil
  • Promote alignment between resource mobilization efforts and relevant national policy frameworks, including Brazil’s Climate Plan, Nationally Determined Contributions (NDCs), and other climate, air quality, and sustainable development priorities
  • Support the positioning and presentation of Brazil’s SLCP agenda in meetings, events, and exchanges with donors, partners, and other relevant stakeholders
  • Prepare donor mapping summaries, funding opportunity trackers, and strategic recommendations to inform fundraising decisions and follow-up actions
  • Contribute to the preparation of strategic inputs and reports for the CCAC and other relevant partners, including updates on donor engagement, proposal development, financing pipeline, and results achieved
  • Support the identification of opportunities to scale up CCAC-supported initiatives in Brazil, including through additional donor engagement, peer learning, and South-South cooperation, where relevant

Requirements

  • Advanced university degree (Master’s degree or equivalent) in international relations, economics, public policy, business administration, finance, sustainable development, environmental management, or a related field is required
  • A first-level university degree in combination with 4 additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • A minimum of 3 (three) years of progressively responsible professional experience in resource mobilization, donor engagement, fundraising, partnership development, project development, or a related area is required
  • Demonstrated experience in identifying funding opportunities and preparing concept notes, project proposals, donor briefs, and related resource mobilization materials is required
  • Demonstrated experience in engaging with bilateral, multilateral, philanthropic, and/or public funding partners is required
  • Demonstrated experience in coordinating inputs from technical, programmatic, and financial teams to develop funding proposals and strategic resource mobilization products is required
  • Experience in resource mobilization for climate change, air quality, sustainable development, or environmental programmes is desirable
  • Experience working with government institutions and/or international organizations is desirable
  • Knowledge of donor landscapes, funding instruments, and development cooperation mechanisms relevant to climate, environment, and sustainable development is required
  • Knowledge of Brazil’s policy and institutional context related to climate change, air pollution, sustainable development, and public finance is required
  • Strong analytical, drafting, stakeholder engagement, and proposal development skills are required
  • Ability to translate technical and policy priorities into clear, compelling, and strategically positioned funding proposals is required
