The Finance Assistant provides financial support services including processing invoices, assisting in budget development, maintaining accurate financial records, and ensuring compliance with UN financial regulations. The role supports the Financial Services and Compliance Monitoring Section at the Regional Service Centre in Entebbe, Uganda.
Responsibilities
- Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the guidance of the Finance Officer or the Service Line Manager.
- Processes travel and non-travel related commercial vendors or services including low value acquisition invoices to all RSCE Client Entities.
- Assists in the development of the Service Line’s annual budget, including establishment of major resourcing priorities, preparing cost estimates and budget proposals.
- Assists in the review, analysis and revision of data for finalization of budget proposals and Result Based Budgeting (RBB) inputs.
- Populates supplementary forms with inputs for operational and staffing changes in line with the Service Line's mandate.
- Receives invoices and records in tracking tool; reviews completeness of supporting documentation; processes vendor payments after verification; advises on missing documentation; maintains records of pending issues; responds to queries from vendors and other units.
- Processes payroll related payments and electronic bank transfers for non-payroll payments; processes cheque payments; maintains bank payment details; prepares remittance requests; liaises with local/international banks; answers queries from staff, missions, and banks.
- Keeps accurate records for internal and external auditing, performance reports and implements RSCE internal control recommendations for operational effectiveness and continuous improvement.
- Participates in service line open items resolution and management in line with strategic objectives and financial regulations.
- Drafts relevant correspondence on finance matters for clearance by the Finance Officer or Service Line Manager.
- Prepares ad hoc reports on finance matters.
- Performs other related duties, as assigned.
Requirements
- High school diploma or equivalent is required.
- A technical or vocational certificate in finance or accounting is required.
- Relevant training in FI, FM and BI modules of Umoja (SAP) or similar application are required.
- A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required.
- The minimum years of relevant experience is reduced to five (5) for candidates who possess a first level degree or higher.
- Experience in application of UN Financial Rules and Regulations including preparation of cost estimates and various financial reports in an operational environment are required.
- Experience in the use of modules of Umoja an Enterprise Resources System ERP is desirable.
- English language proficiency at UN Level III in reading, writing, listening and speaking is required.
