The Associate Human Rights Officer supports the UN Human Rights Monitoring Mission in Ukraine by researching and analyzing human rights issues, particularly conflict-related sexual violence (CRSV). The role involves drafting reports, participating in hearings, liaising with stakeholders, and contributing to capacity building and advocacy efforts to prevent human rights violations.

Responsibilities

  • Researches and collects information pertaining to human rights issues/problem areas with a focus on CRSV, emerging and evolving trends of human rights concerns and violations as well as response and capacity gaps, including their gender dimensions from a variety of data sources.
  • Assists in the analysis of information, including the impact on the countries and thematic mandates on the human rights situation in assigned area.
  • Drafts a variety of reports and correspondence, such as briefing, interview notes, analytical documents relating to human rights matters.
  • Participates in hearings and consultations; prepares summaries of results.
  • Maintains awareness of current human rights issues, including relevant political and legal developments in the country(ies) concerned.
  • Ensures that all activities are conducted in compliance with relevant standards and methods of work, including for protection and safe handling of information.
  • Participates in human rights training programmes for national law enforcement officials, representatives of civil society and human rights NGOs to promote national capacity building.
  • Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers on integration of these issues into political, humanitarian and economic efforts and programmes.
  • Assists in promoting efforts for community mobilisation and those that focus on exercise of rights of population.
  • Participates with other Human Rights Officers in advocacy and discussions with relevant authorities and other influential actors to stop or prevent human rights violations or seek remedial action.
  • Liaises with government, NGOs, Civil Society organizations, UN agencies and other partners to create baseline data on the human rights situation, with special attention to vulnerable groups.
  • Designs and maintains database to track project progress.
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Performs other related duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related area.
  • A first-level university degree in the abovementioned fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of two (2) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
  • At least one (1) year of experience in human rights and/or International Humanitarian Law data analytics or related area is desirable.
  • Experience conducting face to face and/or remote interviews with victims and witnesses of human rights violations is desirable.
  • Experience within the United Nations common system or similar international organization is desirable.
  • Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions.
  • Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures.
  • Research and analytical skills, including ability to identify and participate in the resolution of human rights issues.
  • Ability to identify sources for data collection, analyze information and draft human rights reports.
  • Ability to analyze and interpret data in support of decision-making and convey resulting information to management.
  • Ability to incorporate gender perspectives and ensure the equal participation of women and men in all areas of work.
  • English language proficiency at UN Level III in reading, writing, listening and speaking.
  • Ukrainian language proficiency at UN Level III in reading, writing, listening and speaking.
  • Russian language proficiency at UN Level III in reading, writing, listening and speaking.
