The WASH Project Manager is responsible for implementing multiple ambitious projects in a complex and dynamic zone. The role includes managing the WASH team in Ituri, ensuring compliance with NRC and donor policies, coordinating project implementation, capacity building, and promoting integrated programming and protection principles.
Responsibilities
- Supervise and technically guide project staff.
- Contribute to implementation of strategy, SOPs/technical guidelines and macro-logical frameworks.
- Ensure compliance with NRC and donor policies, tools, manuals and guidelines, developing approaches integrating the 'Do No Harm' principle.
- Responsible for developing funding proposals, project budgets and donor reports in collaboration with WASH Specialist.
- Coordinate and manage project implementation (activities, budget, documentation) according to proposals, strategies and donor requirements.
- Ensure capacity building of project staff and transfer of key skills.
- Liaise and collaborate with stakeholders at Cluster and State level and represent NRC in relevant forums/workgroups.
- Ensure projects target beneficiaries most in need of protection, explore and evaluate new and better ways to assist.
- Promote rights of displaced persons according to advocacy strategy.
- Conduct monthly project progress reviews including objectives, indicators, activities and budget versus realities and report progress to sector manager.
- Work closely with Monitoring, Evaluation and Learning (MEL) team to support continuous monitoring of project implementation, quality, indicator measurement and ensure accountability mechanisms are known and used by beneficiaries.
- Design, plan and lead WASH needs assessments and baseline, midterm and final evaluations, actively contributing to project monitoring and evaluation in close collaboration with program teams, MEL department and WASH specialist.
- Responsible for timely preparation and delivery of detailed project implementation, procurement and budget expenditure plans, ensuring unmet objectives are identified and mitigated timely.
- Contribute to situation analysis, needs identification and actively participate in strategy development according to NRC global ambitions.
- Ensure sustainable systems for long-term operation and maintenance of water, sanitation and hygiene infrastructure including training of relevant actors.
- Promote synergies between WASH, Shelter and Habitat, Education, ICLA, Rapid Response and other NRC sectors to foster integrated and coherent approach.
- Ensure coordination of WASH activities with other organizations.
Requirements
- Minimum 5 years professional experience in a similar position.
- Previous professional experience in complex and unstable contexts.
- Proven results in responsibilities related to the position.
- Experience as a trainer and in designing/facilitating training.
- English is an asset.
- 5 years university studies in Hydraulic Engineering, Civil Engineering or other relevant field and/or minimum 7 years experience in similar positions if education level is lower.
- Minimum 3 years experience in team management.
- Excellent writing and communication skills in French and Swahili.
- Ability to work closely with field staff and across sectors in a multicultural context.
- Good knowledge of the Eastern DRC context.
- Ability to collaborate closely with field and intersectoral teams.
- Excellent communication, representation, flexibility and negotiation skills.
- Experience in project start-up.
- Experience in implementation and management of WASH projects.
- Technical skills in design (dimensioning and calculations in civil/rural engineering, hydraulics) and development of specifications and work descriptions.
- Experience in cash/voucher modality and/or cash transfers implementation.
- Good report and project proposal writing skills.
- Knowledge and ability to integrate cross-cutting issues including gender, protection, accountability, and environment.
- Proficiency in office tools with ability to design and present clear and professional materials.
- Proficiency in technical drawing software (AutoCAD, ArchiCAD, Revit Architecture, Sketchup, etc.), hydraulic and structural calculation software (Epanet, WaterGEMS, Robot SA, Revit Structure, etc.). Knowledge of GIS (QGiS, ArcGIS, or others) is an asset.
