The Senior Contributions Officer manages the operations of the Contributions team at UNRWA, overseeing donor contributions data, reporting, and coordination with finance and external relations departments. The role involves supervising staff, ensuring accurate recording and reconciliation of contributions, supporting outreach efforts, and acting as focal point for audits and donor queries.
Responsibilities
- Plan, develop and manage the operations of the Contributions team including preparation and maintenance of accurate and updated records and data analytics on Agency-wide donor contributions.
- Oversee preparation of tailored reports and donor contributions data for internal and external audiences including Emergency Appeals Report, Annual Operation Report, Annual Financial Statements, Working Group Financing UNRWA and UNRWA’s website.
- Manage preparation of contribution data to support External Relations and Communications Department outreach efforts and inputs to governing bodies reporting and response to queries.
- Work closely with Finance Department to ensure appropriate recording and reconciliation of Agency contributions.
- Oversee Agency’s donor funding reports including cash inflow coordination and certify accuracy of donor contributions records.
- Plan and manage month-end and year-end closure activities including instructions, schedules and follow-ups.
- Provide Agency-wide guidance and recommendations on contributions pledged, received and in the pipeline and recommend corrective actions.
- Participate in development of ERCD’s work plan and provide performance evaluation tools; review and coordinate amendments to reports, Finance Manual and Finance Technical Instructions.
- Review all aspects of Grant Module/REACH and participate in development and implementation of improved systems and procedures.
- Liaise with relevant staff to respond to ad-hoc queries from donor representatives and missions on contributions and provide immediate support for meetings with donor representatives.
- Ensure recording of contributions is in line with donor requirements and follow up on forecasted pledges and disbursement dates.
- Manage submission to OCHA/FTS concerning Agency’s humanitarian contributions and ensure accuracy of FTS reported figures.
- Act as ERCD focal point for internal and external audit requests including preparing replies and supporting documents.
Requirements
- An advanced university degree from an accredited educational institute in business administration, information technology or other related discipline.
- At least seven years of progressively responsible experience in finance/budget, bookkeeping and accountancy, including at least three years at a senior level is required.
- Experience with database packages, queries, data import/export and producing reports, spread sheet applications and ability to write macro functions and perform statistical analysis is required.
- Working knowledge of ERP system, MS-Access, Excel and Word is required.
- Excellent command of written and spoken English is required.
- Prior experience with a UN organization, NGO, or donor government is desirable.
- A course in accounting is desirable.
- Candidates must currently reside in the duty station (Amman) and be within commuting distance with authorization to work in the duty station at the time of application.
- Candidates must confirm if they currently hold a contract of 1 year or more with UNRWA and if they have completed their mandatory probation period.
- Candidates must indicate current involvement in any outside activities including employment, consultancy, board membership, public speaking/writing, teaching, conferences, training, voluntary work, political activity, fundraising, business ownership, or work for government/NGO/private company/charity/UNRWA partner/vendor, full/part-time, paid or not.
