The consultant will provide operational services in administrative, financial, procurement, and other management areas to ensure efficient and timely implementation of the UNFPA HIP-ECHO 2025-2026 project actions in Ecuador. The role ensures compliance with UNFPA and donor regulations, budget monitoring, supply management, and logistical support to meet humanitarian project goals.
Responsibilities
- Ensure operational execution of the project focusing on administrative, financial, human resources and procurement activities in line with UNFPA and ECHO regulations, including monitoring implementing partners.
- Support and ensure operational management compliance with UNFPA and donor regulations for both UNFPA team and implementing partners.
- Ensure payment requests comply with UNFPA and donor requirements.
- Support procurement, contracts and payment processes.
- Ensure logistics of delivery of acquired products/goods comply with procurement and program supply management regulations.
- Maintain procurement plan for ECHO project funds and other funds if needed.
- Prepare delivery-reception minutes and information for supply tracking platforms.
- Support monitoring and tracking of mobilized funds.
- Prepare financial reports in donor and UNFPA formats based on official platform data, categorizing information as required.
- Request individual contracts and payment processes in relevant platforms ensuring complete supporting documentation per UNFPA and ECHO regulations.
- Maintain physical and virtual files of operational and programmatic processes of the ECHO project.
- Support preparation of technical specifications for procurement processes ensuring clear and neat description of goods requirements.
- Support budget preparation and management for ECHO project funds including periodic financial reports and balance monitoring.
- Provide administrative support such as event and mission logistics, and purchase of airline tickets.
- Raise alerts on critical budget implementation issues.
- Support operational, administrative and financial matters related to the UNFPA Ecuador Country Programme.
- Perform other related duties as delegated by supervisor.
Requirements
- Bachelor's Degree in Economics, Business Administration, Finance, Auditing, International Business or related fields is mandatory.
- Desirable: Fourth level degree (specialization, master's) in project management, public administration, international cooperation, logistics or finance.
- Minimum 4 years of professional experience in operational, administrative and/or financial functions, preferably in development project contexts.
- Knowledge in procurement management, logistics, human resources and financial administration in multi-actor projects.
- Experience in budget monitoring and financial reporting.
- Proficiency in platforms such as Google Suite, email, and virtual work platforms.
- Knowledge of procurement and contracting regulations.
- Good management of physical and digital files.
- Clear writing skills, organization and compliance with administrative procedures.
- Fluency in Spanish as native language and advanced English (comprehension, reading, writing and conversation).
