The National HR Officer supports and coordinates HR administration activities within the Human Resources Administration Unit (HRAU) International, ensuring accurate and timely processing of HR actions. The role involves reviewing and validating HR transactions, providing technical guidance on HR policies, and supporting process improvements and ERP system enhancements.

Responsibilities

  • Review and validate transactions in FreshService and Wave, as defined in the HRAU International Approval Matrix.
  • Serve as second-level support for complex or sensitive cases escalated by the Senior HR Associates.
  • Provide technical guidance on the interpretation and application of HR policies and rules, including complex and escalated cases.
  • Support and closely coordinate with team members within the designated operations desk to ensuring timely, clear, and professional communication, including sending interim replies as a standard practice.
  • Provide support and coordinate with relevant units on issues related to Wave.
  • Monitor and report on performance indicators and areas for improvement to ensure that Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) are met.
  • Analyze areas for improvement based on KPI and SLA data and provide follow-up support through coaching, mentoring, and guidance to increase the capacity of HRAU team members within the designated operations desk.
  • Review and recommend process improvements to current HR procedures within the unit.
  • Support the implementation and enhancement of the HR component of the Organisation’s Enterprise Resource Planning (ERP) system.
  • Support initiatives that reinforce standards of conduct, a respectful workplace, and an accountability culture.
  • Perform other relevant duties as maybe assigned.
  • Serve as Functional Team Lead / Primary Validator for onboarding and cross-boarding movements, contract administration, time management, offboarding, and benefits & entitlements depending on assigned operations desk.
  • Ensure compliance and consistency in hiring, contract administration, benefits processing, and related HR transactions.
  • Provide operational guidance to Senior Human Resources Associates and other team members assigned to respective desks.

Requirements

  • Master’s degree in Human Resources, Business Administration, Psychology or related field from an accredited academic institution with two (2) years of relevant professional experience; or, Bachelor's degree in above fields with four (4) years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience in Human Resources Management and personnel administration.
  • Experience using an ERP system.
  • Experience in an international organization, non-government or government institutions / organisation in a multi-cultural setting is an advantage.
  • Supervisory experience is an advantage.
  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint and Outlook.
  • Knowledge of IOM/UN HR procedures and rules is an asset.
  • Knowledge of HR Systems (i.e. SAP, Oracle) highly desirable.
