The Programme Manager is responsible for the operational and budgetary management and technical supervision of the Shelter/Non-Food Item (NFI) programme of IOM in Bangladesh. The role includes planning, implementation, coordination, reporting, and monitoring of Shelter/NFI activities in Cox's Bazar, ensuring alignment with sector policies and donor commitments.

Responsibilities

  • Plan, develop and monitor the effective implementation of IOM Bangladesh’s Shelter/NFI operations ensuring alignment with sector policies and strategic objectives.
  • Manage all Shelter/NFI project spending and ensure activities comply with donor commitments and IOM financial regulations.
  • Stay updated with policies and strategies related to Shelter/NFI programming in humanitarian contexts and ensure integrated programming.
  • Develop new projects and engage with affected communities, local government and humanitarian actors to pilot alternative solutions for displaced populations.
  • Represent IOM in Shelter/NFI/SMSD Sector forums including coordination meetings and technical groups.
  • Plan, supervise and coordinate implementation of all Shelter/NFI activities including Monitoring and Evaluation (M&E) in Cox’s Bazar in collaboration with relevant units and field staff.
  • Coordinate overall delivery of works, manage resources and initiate corrective actions as needed.
  • Ensure quality of deliverables and services in compliance with minimum standards.
  • Integrate crosscutting issues such as gender, accountability to affected people, environment and Disaster Risk Reduction (DRR) into programmes.
  • Manage all Shelter/NFI programme/project reporting and provide inputs for donor updates and reports.
  • Coordinate with Human Resources on recruitment and training; supervise programme staff throughout programme cycle.
  • Coach, support and oversee performance of field staff assigned to Shelter/NFI programmes.
  • Ensure coordination with humanitarian partners and local authorities in Cox’s Bazar.
  • Undertake duty travel for project site reviews and other duties as required.
  • Perform other duties as assigned.

Requirements

  • Master’s degree in civil engineering, architecture or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
  • Experience working with the United Nations (UN) or International organization or Non-Government Organization (NGO).
  • Experience in international humanitarian responses, specifically field experience in Shelter/NFI programme management is required.
  • Emergency experience and previous project implementation and solid and effective management experience including project monitoring and reporting in IOM are an advantage.
  • Knowledge in IOM Shelter and NFI portfolio, technical guidelines, minimum standards, policies and coordination architecture.
  • Knowledge of UN system and donor programming environment.
  • Ability to establish and maintain strong working relationship with stakeholders including government partners and colleagues from other agencies and sectors.
  • Demonstrated ability to supervise and manage large number of staff.
  • Excellent knowledge of the IOM project management cycle will be treated as advantage.
  • Excellent communication and negotiation skills.
  • Strong strategic analysis capacity, writing skills, organizational and planning skills.
  • Knowledge of the region and country is desirable.
  • Solid computer skills including proficiency in Microsoft Office package (office, excel, PowerPoint, outlook) and other commonly used software.
  • Fluency in English (oral and written) is required.
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) and/or Bengali is an advantage.
