The HR Officer will manage the HR programme for WHO Country Office Bangladesh, including performance management, staff development, recruitment, contract management, and general HR administration. The role supports the WHO Head of Country Office in workforce planning and ensures efficient HR unit functioning.
Responsibilities
- Support in performance management and staff development including monitoring performance appraisals and training implementation plans.
- Assist in recruitment processes including writing position descriptions, organizing recruitment, screening candidates, and drafting selection reports.
- Coordinate with HRM, Planning Unit and Budget Units at WHO-SEARO and Global Service Centre for recruitment and contract renewals.
- Manage contract status, entitlements, appointments, confirmations, extensions, separations and liaise with relevant units.
- Prepare HR reports for management decisions and monitor actions taken.
- Assist in planning, drafting ToRs and recruitment of SSA and Consultant contracts and support procurement related to HR outsourcing.
- Provide back-up for the Operations Specialist as needed and draft HR communications and reports.
- Support the WHO Head of Country Office in human resources and workforce planning and lead the HR unit's day-to-day functioning.
- Provide guidance to staff on HR policies, regulations, rules and entitlements and respond to HR-related queries.
- Perform any other tasks assigned by the supervisor.
Requirements
- University degree in human resources management, public or business administration, law or other relevant social sciences.
- Master's degree in human resources management, public or business administration, law or other relevant fields is desirable.
- At least two years' experience in human resources management in international organization.
- Experience in supporting grant project and portfolio teams and professionals is desirable.
- Some experience working in the areas of performance management, staff development and staff entitlements within the UN system is desirable.
- Ability to lead a team dealing with HR management and liaise with all Units in an Office.
- Good knowledge and understanding of Human Resource policies and practices particularly in the area of recruitment and selection, performance management, staff development and HR contract/entitlements administration, preferably within WHO or UN system context.
- Expert knowledge of English.
