The Expert national in Mental Health and Psychosocial Support (MHPSS) will coordinate technical and operational MHPSS activities in Mauritania, support implementation of the National Mental Health Strategy 2026-2030, strengthen multisectoral coordination, monitor activities funded by the Peacebuilding Fund, develop technical tools, organize trainings, contribute to data collection and analysis, document best practices, support advocacy and resource mobilization under WHO supervision.
Responsibilities
- Coordinate technical and operational MHPSS activities at national and regional levels.
- Support implementation of the National Mental Health and Addiction Strategy and development of policies, tools and coordination mechanisms per WHO standards.
- Strengthen multisectoral coordination and partnerships with authorities, UN agencies, NGOs, donors and community organizations.
- Plan, monitor, evaluate, report and coordinate activities including those funded by the Peacebuilding Fund (PBF).
- Promote integration of PSEA, develop technical tools and strengthen capacities through training, supervision and mentoring.
- Support data collection, analysis and dissemination of studies and best practices related to mental health, psychosocial support and social cohesion.
- Contribute to advocacy, resource mobilization, beneficiary participation and other relevant activities.
Requirements
- Licence or equivalent degree in public health, psychology, psychiatry, mental health, social sciences, social work, community health or related field.
- Master's or Doctorate in psychology, psychiatry, mental health or related field is desirable.
- Specialized training in Mental Health and Psychosocial Support (MHPSS), protection or humanitarian action is desirable.
- Training in programme management, monitoring and evaluation, peacebuilding or resource mobilization is desirable.
- Training in preparedness, management and response to health and humanitarian emergencies is desirable.
- At least five (5) years of professional experience in mental health, psychosocial support, public health, protection, humanitarian action or development.
- Proven experience in design, implementation, coordination and monitoring of MHPSS programmes or projects.
- Experience supporting government institutions in policy, strategy or action plan development, implementation and monitoring.
- Proven experience in multisectoral coordination with national authorities, UN agencies, NGOs, donors and civil society organizations.
- Experience in training, mentoring, supervision and capacity building is desirable.
- Experience implementing PSEA programmes is desirable.
- Experience in humanitarian, forced displacement, peacebuilding or post-crisis recovery contexts is desirable.
- Experience managing projects funded by international donors including UN mechanisms or Peacebuilding Fund (PBF) is desirable.
- Experience in resource mobilization, strategic partnership development and proposal preparation is desirable.
- Experience within the UN system or international organizations is an asset.
- Excellent knowledge of MHPSS, PSEA, human rights and social cohesion approaches.
- Proven skills in multisectoral coordination, project management, strategic analysis, reporting, advocacy, communication, negotiation and capacity building.
- Proficiency in common computer tools.
- Knowledge of data collection, analysis and management tools is an asset.
- Excellent command of French is essential.
- Knowledge of another WHO official language (English) and local languages is an asset.
