The Assistant for Communication with Military and Armed Groups is responsible for promoting respect for International Humanitarian Law among armed actors within the Yei Sub-Delegation's Area of Responsibility. The role involves engagement, training, and capacity-building with military and armed groups to facilitate humanitarian access and ensure operational safety.
Responsibilities
- Develop and implement dissemination programmes on IHL and IHRL for weapon bearers and armed actors within the Yei Sub-Delegation AOR.
- Deliver training sessions and dissemination activities, assess interlocutors’ needs, and advise management on engagement strategies and priorities.
- Design and conduct briefings, workshops, and trainings for armed groups on key topics including IHL, Geneva Conventions, protection of civilians, prohibition of sexual violence, recruitment and use of children, and ICRC mandate.
- Establish, maintain, and strengthen relationships with key commanders and decision-makers from armed and security actors within the AOR.
- Conduct regular field visits to engage armed actors, build trust, and maintain dialogue.
- Ensure updated contact details of interlocutors and support continuous communication to facilitate humanitarian access, acceptance, and operational security.
- Support the security team when required.
- Continuously monitor and analyse political, military, and security developments affecting the humanitarian situation and ICRC operations.
- Assess implications of developments and provide timely analysis and recommendations to management.
- Support informed decision-making and adaptation of operational approaches through regular analysis and reporting.
Requirements
- University degree in International Relations, Political Science, Law (IHL focus), Security Studies, Conflict Resolution, or a related field. Advanced degree preferred.
- In lieu of a university degree, candidates with substantial relevant professional work experience may also be considered.
- Specialized training in humanitarian negotiation or mediation is a strong asset.
- Fluency in English, Juba Arabic, and one of Bari languages are essential.
- Knowledge of other local languages is an asset.
- Minimum 6–8 years of professional experience, including at least 4 years working in conflict-affected environments.
- Previous military experience is considered an asset.
- Proven track record of direct engagement with military actors and non-state armed groups.
- Previous experience with the ICRC, United Nations, or other humanitarian organizations is an advantage.
- Deep understanding of International Humanitarian Law, humanitarian principles, and armed group dynamics.
- Excellent negotiation, mediation, communication, and diplomatic skills.
- Strong analytical, reporting, and report-writing skills in English.
- Ability to work effectively in high-stress and volatile environments while maintaining discretion and professionalism.
