The Senior Programme Management Officer will lead the development, implementation, and evaluation of key counter-terrorism and prevention of violent extremism programmes/projects supporting Iraq and the wider region. The role involves resource mobilization, policy coordination, outreach, and staff supervision within the United Nations Office of Counter-Terrorism at Headquarters in New York.
Responsibilities
- Develop, implement and evaluate key programmes/projects supporting Iraq on counter-terrorism and prevention of violent extremism.
- Develop initiatives, products and events at UNOCT Headquarters showcasing expertise, successes and challenges on counter-terrorism from Iraq and the wider region.
- Mobilize resources in support of capacity building programming in Iraq.
- Direct subordinates in programme/project development, implementation, monitoring and assessment.
- Review relevant documents and reports; identify priorities, problems and issues and propose corrective actions.
- Ensure implementation of gender mainstreaming guidelines in all planned actions.
- Coordinate policy development and review assessments, evaluations, research activities and studies.
- Guide design of data collection instruments and analyze responses.
- Supervise preparation of written outputs including background papers, analysis, reports and publications.
- Support consultative meetings, conferences and outreach activities including training workshops and seminars.
- Lead field missions and provide guidance to external consultants and government officials.
- Coordinate budget and funding activities including programme/project preparation, submissions and financial reporting.
- Serve as an effective spokesperson and establish collaboration and partnerships with key officials inside and outside the organization.
- Ensure effective utilization, supervision and development of staff; guide, evaluate and mentor staff.
- Perform other duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.
- A minimum of ten years of progressively responsible experience in or relating to Iraq is required.
- Experience in political affairs is desirable.
- English and Arabic are required languages with UN Level II proficiency in English and UN Level I proficiency in Arabic for reading, writing, listening, and speaking.
