See your match score & applyThe Military Adviser will provide expert military and security sector analysis and advice to the Commission of Inquiry on the Syrian Arab Republic. The role involves collecting and analyzing information on military and security forces, advising on investigations, and supporting the Commission's reporting and operational strategies.
Responsibilities
- Collects and analyses information to assist the Commission on the overall understanding of the security sector, military and police-related matters and advises the Members of the Commission and investigators.
- Gathers and analyses information, and produces mapping and analysis of the State security structure, including para-military units, police and the structure of armed groups; order of battles; de facto and de jure command responsibility, troop and police movements; relationship between security institutions and militias, and other State institutions.
- Advises the Commission on all other military and security sector-related matters and methods of warfare including issues related to ballistics, weapons, military vehicles and aircraft.
- Participates in the development of the Commission’s investigations strategies and plans.
- Provides an assessment of the operating environment for security forces, para-military, militias and other forces.
- Undertakes investigations into specific incidents assigned by the Investigations Team Leader and participates in missions to the field in coordination with the Investigations Team Leader.
- Gathers and analyses information to identify the units/troops (state and non-state) and respective commanders deployed during key events.
- Establishes appropriate liaison with the security sector officers of relevant countries as directed by the Coordinator of the Commission, when required.
- Provides internal analysis and briefings on military and security sector issues and inputs for the Commission's reports.
- Provides advice to investigators on gathering information on alleged perpetrators of human rights and international humanitarian law violations.
- Ensures that gender perspective is integrated at all areas of responsibility.
- Performs other duties as required.
Requirements
- Graduate of a National Command and Staff College or National War/Defense College, which may be considered in lieu of first level/advanced university degree.
- Advanced university degree (Master's degree or equivalent) in security management, security studies, military studies or related disciplines is highly desirable.
- A minimum of 7 years of progressively responsible military experience is required.
- Experience in applying international humanitarian law is required.
- Relevant experience with the United Nations or other international or regional organization is desirable.
- Prior experience in advising human rights or international criminal investigations is desirable.
- Relevant work experience in or on the region is desirable.
- English is required at UN Level III for reading, writing, listening and speaking.
- Arabic is desirable at UN Level I for reading, writing, listening and speaking.
