The Contracts Officer supports the planning, development and execution of procurement strategies for ICT goods and services. The role involves end-to-end procurement activities including planning, market research, solicitation, evaluation, negotiations, contract administration, and collaboration with stakeholders to ensure procurement effectiveness and value for money.

Responsibilities

  • Review procurement requirements and requisitions to ensure completeness, quality and compliance with UNICEF policies and procedures.
  • Support the development of procurement plans and sourcing strategies for ICT goods and services.
  • Conduct market research and vendor outreach to identify qualified suppliers and emerging technologies relevant to UNICEF operations.
  • Support the preparation and review of Statements of Work (SOWs), Terms of Reference (TORs) and technical specifications.
  • Undertake procurement activities for ICT-related goods and services in accordance with UNICEF Financial Rules and Regulations and public procurement principles.
  • Lead or support solicitation processes including preparation of tender documents, evaluation of proposals, supplier clarifications and contract negotiations.
  • Prepare submissions to the Contracts Review Committee (CRC) and support the establishment and management of institutional contracts and Long-Term Agreements (LTAs).
  • Monitor supplier performance and support contract administration activities including amendments, renewals and compliance monitoring.
  • Contribute to risk assessments and advise on mitigation measures related to procurement and supplier management.
  • Support collaboration initiatives with UN agencies and external partners to maximize efficiency and value for money.
  • Maintain procurement records and filing systems in accordance with UNICEF procedures.
  • Perform any other duties as assigned by the Contracts Specialist or Contracts Manager.

Requirements

  • Bachelor or equivalent (First Level University Degree) in Supply/Purchasing, Business Administration, Economics, Procurement, Contract Law, Commercial Law, Supply Chain Management, Information Technology and any other related fields.
  • At least 2 years of relevant work experience in Supply Management, ICT procurement, procurement processes, contract administration, contract management, vendor management, sourcing strategies, supplier performance management, risk management, data management and any other related fields.
  • Procurement Processes, Contract Management, Contract Administration, Negotiation Skills, ICT Infrastructure, ERP Systems, Supply Chain Management.
  • Fluency in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is desirable.
  • A Master’s degree in the fields mentioned above is preferred.
  • Candidates with five or more years of relevant experience are preferred.
  • Experience with international organizations is preferred.
  • Experience with software procurement, cloud services procurement, connectivity solutions procurement, managed services procurement, ICT equipment procurement is preferred.
  • Cybersecurity and data protection awareness is preferred.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is preferred.
