The OSCE is seeking two international consultants to develop a handbook for diplomatic and consular staff on assisting and protecting potential victims of human trafficking. The consultants will work under the supervision of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings to produce a document aligned with current practices including eVisa processing and AI technologies.

Responsibilities

  • Develop a handbook aligned with current practices, including online visa (eVisa) processing and the use of AI technologies and applications submitted via 3rd parties such as visa application centres, recruitment agencies or employers.
  • Ensure that the document includes relevant information in accurate and concise way.
  • Interact with the OSCE Supply Chains Project team.
  • Assist in preparation and participate in an expert-level workshop in Vienna in-person.
  • Facilitate a review of draft as it is developed, facilitate input of feedback in a timely manner.
  • Finalize the update, including survivor review, and present the handbook to the OSCE Supply Chains Project team.

Requirements

  • Advanced university degree in international relations, human rights, political or social science, or similar fields.
  • At least 10 years of experience in diplomatic, consular services including with visa adjudication or immigration authorities, combating trafficking in human beings, research.
  • At least 10 years of relevant experience of employment in the government, private sector or public sector organization from a field that is considered to be high-risk for trafficking in human beings.
  • Experience in working with diverse groups of professionals in the related area.
  • Excellent interpersonal skills.
  • Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of at least one other language from the OSCE region is an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
  • Computer literate with practical experience using Microsoft applications.
