See your match score & applyThe Procurement Officer will support procurement activities for ADB-financed projects in the India Resident Mission, including developing procurement strategies, reviewing procurement documents, providing advice on contract management, supporting capacity development, and ensuring compliance with ADB procurement policies.
Responsibilities
- Support all executing agencies (EAs) and implementing agencies (IAs) in developing procurement strategies for ADB projects, including capacity assessments and development of EA/IAs, market analysis, risk assessments, options analysis and all other relevant components of ADB's strategic procurement planning process.
- Review procurement documents, including bidding documents, bid evaluation reports, and recommendations for contract award for goods, works, non-consulting and consulting services.
- Within delegated authority, review, endorse and approve procurement and consulting services transactions.
- Provide advice and support to EA/IAs on contract implementation and management issues.
- Participate in Tripartite Review Meetings with Government of India representatives and EA/IAs.
- Support procurement policy work, preparation and implementation of Country Partnership Strategy (CPS) and other activities that aim to strengthen country procurement systems as country, sector and agency procurement risk assessment reviews, and eProcurement readiness assessments.
- Provide general advice on compliance with the ADB Procurement Policy: Goods, Works, Nonconsulting and Consulting Services (2017), and Procurement Directive (2026).
- Participate in processing and review missions, supporting all procurement aspects necessary to support EA/IAs in project processing, implementation, and other consultation missions.
- Support monitoring, tracking and reporting on the procurement activities and related data to different partners, inputting and updating project data records in ADB's electronic databases including REAP tool (REAdiness of Procurement).
- Support the EA/IAs in preparing documentation to ensure full compliance with ADB's Procurement Policy and related legal agreements, contributing to preparation of project documents.
- Support EA/IAs capacity development, training planning and delivery, develop training materials and case studies and in conducting training for Sectors and Regional Departments, EA/IAs, consultants, contractors and suppliers.
- Support non-project-related projects led by PPFD, including organization and participation in Business Opportunities Fairs (BOF) and seminars (BOS), internal policy development activities, creation of knowledge products, participation at public events, delivery of training.
- Support ADB's South Asia Department, Sectors and regional offices in processing and administering Technical Assistance (TA) projects, in particular providing support to the consultant's recruitment process.
- Perform any other assignments and reflected in your workplan, including supporting procurement activities in the region.
Requirements
- Bachelor's degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or other related fields, with advanced training.
- At least 8 years relevant experience in procurement, project management or other related area in infrastructure projects (e.g., transport, energy, water or urban, health and social development sectors).
- Demonstrated country/regional procurement experience in infrastructure sectors as transport, energy, water or urban, health and social development.
- Familiarity with multilateral development banks (MDB) procurement and consulting services policies and procedures.
- Experience working in project management, contract management and capacity building with governments or other public sector entities.
- Experience leading projects, work with teams, and share relevant knowledge to benefit the broader ADB community.
- Proficiency in expressing ideas in both spoken and written formats in English.
