The Chief Security Officer leads the Security and Safety Section at ESCWA, providing security management, operational support, and oversight to ensure the safety of UN programmes and personnel in Lebanon. The role involves advising on security threats, coordinating security plans, managing guard forces, and representing ESCWA in security forums.
Responsibilities
- Advise the Head of Office on threats and all security-related matters and participate in discussions and development of policies and procedures for security operations.
- Coordinate with SIOC Lebanon and the Director of Administration of ESCWA within clearly defined roles.
- Coordinate activities related to preparation of security plans for ESCWA.
- Maintain continuing awareness of prevailing local security conditions, identify probable threats and advise ESCWA staff, project personnel and dependents on appropriate preventative steps.
- Establish air, land and sea evacuation capability to be used in emergencies.
- Establish and maintain dialog with local authorities and international institutions for coordination of efforts in the event of natural disasters.
- Represent the Commission at international, regional and interagency meetings, seminars and other forums on security and safety issues, as appropriate.
- Determine need for, and provide training and advice to UN staff and dependants on residential and personal security measures.
- Assume responsibility for guard force management, as assigned.
- Arrange protection details for senior personnel or high level visitors as necessary.
- Manage, direct and coordinate the work of SSS by ensuring that mandated activities are carried out in a timely manner.
- Manage, guide, develop and train staff under his/her supervision.
- Develop and implement security and safety training programmes for security personnel and staff members in accordance with the UNDSS training strategy.
- Contribute to maintaining a healthy working culture and work environment among the SSS team.
- Perform other duties as required.
Requirements
- Advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible experience in military, police, security management or related area is required.
- Experience in supervising teams is required.
- Security related experience with the UN is desirable.
- Experience in the ESCWA region is desirable.
- Experience in applying the UN policies, procedures and operations is desirable.
- English is required at UN Level II proficiency in reading, writing, listening and speaking.
- Arabic is desirable at UN Level I proficiency in reading, writing, listening and speaking.
