The Safeguarding Specialist leads safeguarding and Protection from Sexual Harassment, Exploitation and Abuse (PSHEA) initiatives across Plan Indonesia. The role is responsible for strengthening safeguarding culture, managing risks, ensuring safe recruitment and partnerships, responding to safeguarding concerns, and embedding safe practices across programmes, communications, sponsorship, and digital platforms.

Responsibilities

  • Ensure all policies, programs, influencing activities and operations of YPII promote, and adhere to the safeguarding principles and policies in line with Plan International’s standards
  • Provide advice on safeguarding and PSHEA in programming in line with the global guidance and ambition of CS5
  • Ensure that all activities apply safeguarding standards, including risk mitigation analysis, informed consent, safe involvement, and engagement of all participants
  • Support integrated programs in different areas and departments like resource mobilization, program quality development and partnership, program, brand and strategic communication, and operations
  • Support the development of high-quality, integrated, and innovative interventions safeguarding and PSHEA programs in collaboration with other teams within YPII
  • Ensure YPII staff and partners adopt the culture of safeguarding and apply the principles and requirements of safeguarding, including relevant Implementation Standards and Guidelines
  • Support and work with Country Management Team (CMT) to promote safeguarding culture and LET’S ACT values in YPII
  • Collaborate with People and Culture Section to build staff understanding and capacity to apply the safeguarding culture and LET’S Act values
  • Act as investigator for safeguarding and PSHEA cases with safeguarding and PSHEA investigator team
  • Ensure staff and partners are aware of and understand their responsibilities under key policies related to safeguarding and PSHEA and that concerns are reported and managed appropriately
  • Collaborate with Brand and Strategic Communication Section to develop implementation strategy including global/regional campaigns and advocacy initiatives related to safeguarding
  • Support Brand and Strategic Communication Section and Program Department in engaging with key ministries and stakeholders
  • Advocate for the adoption of safeguarding policies by government and other key stakeholders
  • Contribute actively on safeguarding network both external/internal Plan International
  • Represent YPII in national and international safeguarding forums, networks, donor communities, INGOs, and government and non-government committees
  • Produce learning products and sharing sessions with global and regional per year
  • Produce quarterly and annual reports showing safeguarding implementation, innovation, progress, and achievements
  • Ensure YPII has good internal support and a network of specialists and focal points with advanced capacity for safeguarding
  • Conduct capacity building to all staff in designed and development activities and MER at program and project
  • Facilitate learning materials, modules, manuals, guidelines developed aligning with nationally defined curriculum and competencies
  • Develop monitoring and supervision mechanisms with necessary guidelines and tools along with specific feedback mechanisms
  • Develop professional capacity of Safeguarding team members following a defined strategy and plan
  • Ensure Child Protection in Emergency (CPIE), Safeguarding, and PSHEA are embedded in YPII’s Emergency Response
  • Contribute sharing in the network and provide technical support during emergency setting for ER team related to CPIE, safeguarding and PSHEA
  • Actively share and provide inputs in regional and international forums related to CPIE, safeguarding and PSHEA
  • Ensure all humanitarian partners have minimum knowledge, skill, and behaviour to CPIE, safeguarding and PSHEA

Requirements

  • Bachelor’s or Master’s Degree in one of the disciplines relevant to the following areas: social work, child protection, law, human rights, psychology, gender studies, public policy, international development, international law, or other related fields
  • Minimum of 5 years of professional experience as a Safeguarding and PSHEA Specialist
  • Knowledge of the links between children's rights, gender equality, and NGO development programming practice
  • Demonstrated understanding of girls' rights issues, contextualized to an NGO and the linkages between the Convention on the Rights of the Child (CRC), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and the Sustainable Development Goals (SDGs)
  • Knowledge of safe and inclusive programming frameworks and their application to child and youth-rights programming, particularly for girls
  • Excellent understanding of the practicalities of designing, implementing, and evaluating high-quality programs that fulfil children's rights, with emphasis on promoting gender equality and girls' empowerment
  • Excellent understanding of relevant policy-making processes and institutions
  • Have experience in designing proposals, guidelines, and standards, monitoring and evaluating safe programming in cross-cutting with gender equality approach
  • Strong teamwork

  • Facilitation and training skills for children, young people, and adults
  • Dealing with conflict with tact and a controlled manner

  • Knowledge of Adolescent Sexual Reproductive Health and Rights (ASRHR) and Gender-Based Violence (GBV) (Desirable)
  • Knowledge of nexus programming in the aspect of during emergencies situation (Desirable)
  • Strong ability to communicate theoretical concepts in simple terms and to apply these to practical solutions (Desirable)
  • Ability to inspire others and bring them around a common agenda (Desirable)
  • Strong management and public mobilization skills (Desirable)
