The Administrative Officer will be responsible for human resource management, budget and finance oversight, and general administration within the Regional Office for Latin America and the Caribbean (ROLAC) at UNEP. The role involves advising senior management, ensuring compliance with UN policies, supervising staff, and supporting administrative and financial services to the Americas Administrative Hub.

Responsibilities

  • Initiate and coordinate actions covering the entire span of human resource activities including recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff member, training, ensuring full compliance with UN Staff Rules, Regulations and applicable policies.
  • Serve as a senior advisor to the Regional Director and senior management on conditions of service, entitlements, privileges and immunities, contractual modalities and HR risk management.
  • Represent the Department/Unit at Departmental Panels and appointment bodies.
  • Review post incumbency reports for purposes of vacancy management and staffing table control.
  • Lead, oversee and coordinate the preparation and implementation of the work program and budget related to HR to ensure compatibility with work priorities and objectives.
  • Oversee staffing table control, vacancy management and post incumbency reviews, ensuring alignment with approved budgets, organizational priorities and the UNEP Delivery Model.
  • Promote a culture of integrity, accountability, diversity and inclusion, ensuring the integration of gender and equity considerations across HR processes.
  • Initiate and conduct studies to improve budget reporting systems and cost-effective utilization of program resources.
  • Monitor and control budgetary allocations through regular review; draft routine and ad hoc outputs; and provide effective monitoring reports and data.
  • Establish and maintain a set of sound policies, procedures, standards and tools consistent with UN policy and practice to ensure proper accounting, financial management and control.
  • Implement and monitor support services including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements.
  • Supervise a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices ensuring established UNEP procedures and policies are followed.
  • Ensure UNEP interests are reflected in common system activities related to common services and premises, UN House, cost-recovery and cost-sharing arrangements, privileges and immunities, entitlements and salary surveys, information technology and security.
  • Supervise, mentor and develop administrative and finance staff, fostering high performance, knowledge sharing and continuous improvement.
  • Lead team members efforts to collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data driven planning, decision-making, presentation and reporting.
  • Provide strategic and operational administrative, human resources, procurement, budget and financial services to the Americas Administrative Hub, ensuring efficiency, compliance, and close coordination with the New York Office.
  • Undertake other related duties as assigned by the ROLAC Regional Director.

Requirements

  • Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area is required.
  • A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable.
  • A minimum of seven (7) years of progressively responsible experience in administration, finance, accounting, human resources management or a related field is required.
  • Working experience at the international level with the United Nations organization, or other comparable international organization, is required.
  • Experience in using an Enterprise Resource Planning (ERP) system, such as System Analysis Program Development (SAP) or an equivalent, is required.
  • Experience in handling complex organizational issues at the international level is desirable.
  • Experience with programme/project management and administrative/financial policies and practices within the United Nations or similar international organizations is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.
