The Movement Operations Coordinator supports IOM Libya Country Office's Operations Movement Unit by coordinating and monitoring all movement operations activities including resettlement and humanitarian return projects. The role involves managing staff, liaising with government and international partners, ensuring logistical arrangements, monitoring budgets, and promoting programme visibility.

Responsibilities

  • Coordinate and monitor all Movement Operations activities including resettlement, Voluntary Humanitarian Return, staff travel, return emergency response, or other movements in IOM Libya Country Office ensuring compliance with IOM guidelines and SOPs.
  • Provide daily management and supervision of all Operations’ Unit staff including capacity building and technical support on system application tools - MiMOSA, iGATOR, and AMADEUS booking system.
  • Develop and maintain liaison with government authorities, diplomatic missions, UNHCR and other counterparts regarding selection mission interview processes and logistical needs.
  • Coordinate cooperation between operations unit and other IOM units involved in related activities such as Migration Health Division, Protection, Direct Assistance.
  • Manage coordination and ensure timely, efficient and safe logistical land transportation arrangements including procurement and escorts for selection mission interviews, medical assessments, cultural orientation, and international departures.
  • Monitor operational budgets and expenditures, track budget utilization and burn rates, identify variances and support financial planning and reporting.
  • Develop and implement initiatives to promote the programme’s visibility and overall movement operations in Libya.
  • Develop monitoring tools and plan/design new initiatives for effective implementation of related activities.
  • Ensure reporting compliance and undertake corrective actions as required; identify synergies with other ongoing VHR return activities.
  • Analyze travel projections to foresee movement trends and plans; compile accurate movement statistics and ensure reporting compliance including donors’ reports.
  • Undertake duty travel relating to programme as required.
  • Participate in events, meetings and training with civil society organizations, NGOs, embassies, and other stakeholders to represent IOM as required.
  • Perform other relevant duties as assigned.

Requirements

  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or, Bachelor's degree in the above fields with seven years of relevant professional experience.
  • Experience in the field of migrants’ assistance with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa.
  • Direct experience in the region is an advantage.
  • Experience in the usage of office software packages (MS Word, Excel, etc.).
  • Good knowledge of UN, IOM, International Organizations and NGO mandates and programmes in the area of migrant's rights, humanitarian assistance, post conflict migration and development.
  • Knowledge of spreadsheet and data analysis an advantage.
  • Strong written and verbal communication skills and ability to effectively communicate with and lead a team.
  • Strong interpersonal and communication skills.
  • Attention to detail and ability to organise.
  • Self-motivated, objective driven and able to use own initiative and work under pressure with minimum supervision.
  • Strong quality control and assurance skills.
  • Leadership and negotiation skills, particularly in a multi-stakeholder and multicultural environment.
  • Fluency in English is required (oral and written).
  • Working knowledge Arabic, French and another official UN language (Chinese, Russian and Spanish) is an advantage.
