The Social & Behavior Change Officer supports the design, management, monitoring, and evaluation of evidence-based, inclusive, and innovative SBC strategies in support of the UNICEF Lebanon country programme. The role involves generating and utilizing research and data to inform SBC programs, designing and implementing SBC activities, advocating for SBC, and promoting continuous learning and capacity building.
Responsibilities
- Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
- Design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
- Support operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building.
- Promote continuous learning, strengthening and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff and partners.
Requirements
- A university degree (Bachelor’s or higher) in a social and behavioral science, including sociology, social work, educational studies, anthropology, communication studies/communication for development, psychology and/or related field is required.
- A minimum of two years of progressively responsible professional experience is required in Social and Behaviour Change (SBC), communication for development, or social development programme planning and implementation.
- Candidates should demonstrate experience in designing or implementing evidence-based SBC interventions, working with communities and partners to address behavioural and social barriers, and contributing to programme monitoring and reporting in multi-sectoral contexts.
- Strong understanding of SBC principles is required, including the ability to identify priority behaviours, analyse behavioural drivers, and support the design of SBC strategies and community engagement approaches.
- Skills in behavioural analysis, evidence generation, SBC strategy design, community engagement, stakeholder coordination, and resource mobilization are required.
- Fluency in English and Arabic is required.
- Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
- Familiarity with behavioural insights, human-centred design, and accountability to affected populations mechanisms is considered an asset.
- Experience with UN agencies or international organizations and in humanitarian or complex settings is desirable, along with exposure to formative research, social listening, or capacity building.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
