The consultant will conduct the 2026 country analysis for Gabon and support the strategic consultation process for the preparation of the new Cooperation Framework Plan for Sustainable Development (2028-2032). This involves analyzing development challenges, vulnerabilities, and opportunities, and facilitating multi-stakeholder consultations to inform the next cooperation cycle.

Responsibilities

  • Conduct the 2026 country analysis for Gabon, analyzing challenges, vulnerabilities, emerging risks, and opportunities including multidimensional inequalities.
  • Examine root causes of identified challenges integrating human rights, gender equality, and the 'leave no one behind' approach.
  • Assess differentiated impacts on vulnerable and marginalized groups including women, youth, children, persons with disabilities, indigenous peoples, and others at risk of vulnerability.
  • Develop short- and medium-term prospective scenarios.
  • Formulate strategic and operational recommendations to accelerate SDG achievement and guide the UN system's future positioning in Gabon.
  • Support the consultation process to define strategic priorities for the next cooperation framework.
  • Assist in developing the theory of change using available tools.
  • Identify and map key stakeholder categories ensuring balanced representation.
  • Develop data collection tools such as semi-structured interview guides and questionnaires.
  • Conduct thematic workshops and produce an analytical synthesis of consultations highlighting emerging priorities and stakeholder expectations.

Requirements

  • A university advanced degree (master's or equivalent) in economic analysis, public policy design, development, or related fields is required.
  • A first university degree with two additional years of relevant professional experience may be considered equivalent to a master's degree.
  • Seven (7) years of professional experience in economic analysis, public policy design, and development is required.
  • Specific experience in preparing documents such as country analysis, sustainable development cooperation frameworks, or systemic/multidimensional analysis is required.
  • Skills in facilitating multi-stakeholder processes and strategic writing are required.
  • Good knowledge of the Sustainable Development Goals (SDGs) and the 2030 Agenda is required.
  • Fluency in French is required; knowledge of English is an asset.
