The consultant will execute the project preparation process for the “Transparency in Action: Enhancing Kenya’s National Transparency Framework (CBIT Kenya 2)” project under UNEP’s Climate Change Division. The role involves leading the preparation of the CEO endorsement document and its attachments, coordinating stakeholder consultations, and ensuring alignment with national priorities and GEF guidelines.

Responsibilities

  • Lead the preparation of the CEO endorsement document and its attachments.
  • Design all substantive elements of the CEO endorsement document and its annexes, including log frame, budget, workplan, results framework, baseline scenario, gaps and barriers analysis, alternative scenario, stakeholder engagement, risks, consistency with national priorities, institutional arrangements, gender action plan, knowledge management, theory of change, and monitoring and evaluation.
  • Prepare an outline of the strategy and methodology to develop such elements, including a provisional timetable.
  • Organize a project scoping mission including a stakeholder consultation workshop to discuss project baseline, gaps and barriers, collect relevant country data, co-financing, problem tree, theory of change and proposed interventions.
  • Prepare reports summarizing workshop and mission findings.
  • Develop the project skeleton document indicating proposed components, outcomes, outputs, deliverables, indicators, problem tree and theory of change.
  • Prepare presentations for internal UNEP management discussions.
  • Establish project and program specific indicators in consultation with the government.
  • Align project elements with national strategic and planning documents.
  • Undertake gender analysis and prepare a Gender Action Plan.
  • Prepare a Stakeholder Engagement Plan.
  • Participate in sectoral consultation workshops organized by the National Government.
  • Prepare first draft of CEO Endorsement Package including annexes.
  • Organize stakeholder validation workshop to validate CEO Endorsement Document with key country counterparts.
  • Prepare mission and validation workshop reports.
  • Lead discussion of co-finance contributions and complete co-finance budget template.
  • Prepare final stakeholder consultation report.
  • Prepare final CEO Endorsement Document and annexes for UNEP internal review and submission to GEF Secretariat.
  • Prepare submission packages to UNEP Project Review Committee and GEF Secretariat and draft responses to reviews.
  • Inform UNEP on work status and highlight risks related to quality and schedule.

Requirements

  • Advanced university degree in economics, environmental sciences, climate sciences, business, management, engineering or a related discipline is required.
  • A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree.
  • A Minimum of two years’ experience in drafting project proposals in the field of climate change, environment or development is required.
  • Experience working with GEF, or UNEP projects is desirable.
  • Experience in working for multilateral or bilateral funding entities in the field of environment, climate change, or development is desirable.
  • Experience working on projects in Africa is desirable.
  • Fluency (both oral and written) in English is required.
