The Programme Analyst (Social Work) will support the implementation of a project aimed at reducing social inequalities in São Gonçalo, Brazil, by executing project activities, ensuring compliance with security guidelines, and fostering engagement with local stakeholders to support sustainable urban development. The role involves community mobilization, social participation, and coordination with UN-Habitat teams and partners.
Responsibilities
- Improve the mapping of agents in the territory and local initiatives.
- Develop strategies for communication, community mobilization and social participation, compatible with the conditions of the population and the territory.
- Carry out a preliminary characterization of the beneficiary families and the territory - identifying the particularities of each section with the support of community diagnostic activities.
- Summarize the information for the community, using summaries, graphs and presentations in accessible language, including with a focus on vulnerable groups.
- Develop proposals for training activities for participants and engagement in the various stages and committees related to the project and the work, in partnership with the team.
- Facilitate and support the facilitation of meetings and channels to ensure the participation of the population, including marginalized groups.
- Provide advice on the process of defining general intervention guidelines and prioritizing actions to assist vulnerable groups present in the territory.
- Prepare documents related to the project and work in collaboration with other members of the program team.
- Perform technical, administrative, and management tasks to ensure compliance with deadlines, budget and quality standards.
- Conduct and/or participate in all activities outlined in the project work plan, including field research, social mobilization and community workshops.
- Support knowledge management by providing input to documents and sharing relevant information and successful practices, including regional offices and headquarters divisions.
- Contribute to identifying and mitigating project risks by addressing challenges, gaps, or other factors that may impact project execution.
- Prepare monitoring reports for partners and stakeholders at different stages of the project.
- Participate in and document meetings and activities related to project planning, development and implementation, including those organized by UN-Habitat partners.
- Be responsible for ensuring that all activities are aligned with the United Nations principles of integrity.
- Complete all courses and training activities indicated by supervisor, including UNDSS BSAFE security course during the first month of employment.
- Familiarize with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Requirements
- Bachelor's degree in Social Work or Sociology, or three (3) additional years of relevant experience to the post, beyond the requirement.
- Postgraduate degree in Social Work, Social Sciences, Sociology, Urban Studies or related fields is desirable.
- Minimum of four (4) years of professional experience on themes related to urban development in Brazil is required, including three (3) years of experience in community mobilization and social work in informal settlements.
- Experience in implementation of participatory workshops and their methodologies is desirable.
- Experience in design and/or work in informal settlements is desirable.
- Previous experience within the UN System is desirable.
- Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required.
- Good handling of technological tools and use of software and online platforms is desirable.
- Good knowledge on project management methodologies is desirable.
- Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development.
- Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines.
- Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences.
- Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the mainstreaming of vulnerability; willingness and ability to work in difficult environments.
- Knowledge of the processes, procedures, and norms of UN-Habitat to guarantee adequate quality of activities.
- Ability to propose formats and procedures that allow efficient implementation of project activities.
- Ability to maintain and update office files and databases related to the project.
- Ensure all produced material is fit-for-purpose and delivered in an organized way for consultation and use of the Agency.
- Ensure information produced is shared only with the team agency, assuring privacy of content.
- Fluency in Portuguese is required. Working knowledge of English and Spanish is desirable.
