The Coordinador de Consorcio is the strategic and operational leader responsible for coordinating, harmonizing, and supervising program interventions executed jointly by partner organizations in Venezuela. The role involves managing the project cycle, ensuring compliance with donor regulations, leading technical teams, and representing the organization to key stakeholders to ensure effective and transparent impact for beneficiary communities.

Responsibilities

  • Design, implement and adjust the consortium coordination strategy, promoting shared vision, synergies and complementarity among partners.
  • Work jointly with base manager and protection manager in institutional relations and coordination with local, regional, civil and military authorities to manage formal endorsements, permits or operational coordination required, facilitating and safeguarding humanitarian access of consortium teams in the territory.
  • Facilitate regular governance spaces (monthly operational committees, quarterly reviews and annual planning workshops) to monitor progress and adjust work plans.
  • Maintain fluid and transparent communication with partner organizations, negotiating work scopes and mediating operational conflicts.
  • Lead planning, design and submission of proposals and amendments to donors, ensuring programmatic coherence and alignment with context needs.
  • Ensure, in coordination with MEAL team, effective systems for monitoring indicators, impact evaluations (internal/external) and systematization of lessons learned.
  • Ensure standardization of technical approaches, operational guides (SOPs) and methodological tools among all consortium members.
  • Ensure strict compliance with donor institutional rules and regulations in contractual, financial and procurement matters.
  • Supervise and consolidate joint narrative and financial report production, ensuring quality and timely delivery.
  • Identify, analyze and proactively manage program risk matrix (financial, logistical, security and safeguarding), escalating critical situations timely.
  • Coordinate and supervise updates of purchase plans and bidding processes of partners in compliance with donor guidelines.
  • Promote and implement Core Humanitarian Standards (CHS) and Code of Conduct throughout the project cycle, both in own team and partners.
  • Design and lead technical and strategic induction (onboarding) processes for all new program staff (own or partners), ensuring understanding of consortium governance and donor rules.
  • Provide on-the-job training as needed and adapt training to specific staff needs.
  • Foster a collaborative, inclusive and highly motivated work environment, mitigating burnout in high-pressure or emergency contexts.

Requirements

  • Professional university degree in Social Sciences, International Relations, Development, Humanitarian Aid, Social Work or related disciplines.
  • Minimum 4 to 5 years in coordination or management positions in humanitarian or development projects funded by international donors.
  • Demonstrable experience working under consortium models or direct management through local/national partners (localization approach).
  • Previous experience working in complex crisis contexts, humanitarian emergencies, dynamic conflicts or natural disasters in Venezuela.
  • Fluent command of Spanish and English (English desirable for reporting and donor relations).
  • Solid knowledge of the full project cycle, needs assessment methodologies and logical frameworks.
