The ESCAP secretariat (Transport Division) is implementing a project to strengthen the capacity of ESCAP Member States to implement low carbon and resilient transport action plans in Asia and the Pacific. The consultant will provide technical expertise to support the development of a national transport adaptation plan for Indonesia, ensuring it identifies climate and transport adaptation needs and a pathway to resilient transport development.

Responsibilities

  • Review transport sector policies and prepare an inception report with methodology, workplan, and stakeholder approach.
  • Analyze key transport systems, assets, and critical corridors, including institutional and regulatory context.
  • Identify major climate hazards and assess vulnerability of transport infrastructure and services; prioritize high-risk assets.
  • Identify gaps in current transport planning, design standards, maintenance practices, and institutional capacity for resilience.
  • Engage transport authorities, operators, and relevant stakeholders to validate risks and identify feasible adaptation measures.
  • Actively participate in and provide technical inputs to all project workshops, technical working group meetings, public consultations, and Technical Advisory Group meetings led by ESCAP.
  • Undertake limited duty travel within Indonesia for consultations or data collection if necessary.
  • Develop and prioritize transport-specific adaptation measures based on risk reduction, feasibility, and cost considerations.
  • Prepare a transport adaptation action plan with priority measures, timelines, responsible agencies, institutional arrangements, financing considerations, and a framework for monitoring and reporting progress.

Requirements

  • Advance university degree in transport, civil engineering, energy studies, environmental science, climate change, or related field.
  • At least 7 years of working experience in sustainable transport, climate change adaptation, or resilient infrastructure.
  • Demonstrated expertise in transport infrastructure policy analysis in Southeast Asia.
  • Strong understanding of Indonesia’s national climate policies and institutional frameworks.
  • Proficiency in English, good communications and excellent writing, synthesis and editing skills.
