The Senior CBI Associate supports the planning, implementation, monitoring and coordination of UNHCR’s Cash-Based Intervention programmes in Moldova, ensuring effective, efficient, timely and accountable delivery of cash assistance to beneficiaries. The role involves managing databases, coordinating with partners and financial service providers, and supporting cash assistance operations.

Responsibilities

  • Provide inputs to the operation's Multifunctional Team to ensure smooth financial processing of cash assistance programs
  • Manage and maintain databases used in cash based interventions
  • Develop statistical and detailed reports based on standard and ad-hoc formats
  • Assist in developing and administering UNHCR MPC based Intervention database
  • Ensure monthly maintenance of cash list for timely delivery to beneficiaries
  • Maintain relationships with partners and financial service providers
  • Assist with training of internal staff and partners on cash procedures
  • Execute best practice in data protection standards
  • Support coordination with implementing partners, operations and focal points
  • Undertake missions and field visits to financial service providers
  • Represent UNHCR at cash-based intervention related meetings
  • Liaise with internal stakeholders and partners
  • Develop improvements to database and workflows
  • Direct incidents and problems to supervisor when unresolved
  • Support risk identification and management in area of responsibility
  • Perform other related duties as required

Requirements

  • For GS7 - 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
  • Data management experience, preferable in CBI context
  • Excellent knowledge of computer software and database applications
  • Experience in Microsoft SQL Server
  • Experience/training in accounting (desirable)
  • Good knowledge of UNHCR financial rules, procedures and processes (desirable)
  • Knowledge of UNHCR specific programmes (MSRP, Focus, etc.) (desirable)
  • Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities (desirable)
  • Completion of the UNHCR Learning programmes or specific training relevant to functions of the position (desirable)
  • Knowledge of English and Romanian is required, working level of Russian is considered an asset
  • Candidates must have Moldovan citizenship or legal status to work in Moldova
