See your match score & applyThe ICLA Specialist leads the development and implementation of ICLA strategies and programs in Eastern Chad, focusing on legal aid, advocacy, and refugee rights. The role involves program development, fundraising, coordination with partners and authorities, and ensuring high-quality, innovative programming aligned with NRC policies.
Responsibilities
- Develop ICLA strategy, technical guidance and Macro Logframes (LFAs) aligned with regional and global strategies and priorities.
- Ensure compliance with NRC policies, guidance and procedures.
- Contribute to fundraising, develop and revise funding proposals, budgets and donor reports.
- Identify trends, technical standards and donor priorities.
- Follow up on compliance with contractual commitments within ICLA and ensure high technical quality and synergies in project implementation.
- Provide technical direction and project implementation support.
- Extract key learnings from ICLA implementation and incorporate them in staff development processes.
- Provide systematic training and build capacity of technical staff in approaches including cash-based interventions and market-based programmes.
- Represent NRC in relevant forums/working groups and clusters, including with national and local authorities and donors.
- Promote the rights of refugees in line with the advocacy strategy.
- Lead the review of the ICLA program strategy response in Eastern Chad and ensure relevant response to refugee needs.
- Lead programme development in House, Land and Property (HLP) and Empowerment Law Procedures (ELP).
- Lead fundraising for the ICLA program strategy and interface with donors.
- Contribute to advocacy program-based actions plan and lead on ICLA advocacy priorities.
- Contribute to donor reporting and ensure compliance with donor commitments.
- Ensure overall quality and innovation of the programme with beneficiary participation and continuous learning.
- Provide oversight and technical support for MEAL data collection and analysis for ICLA program.
- Develop and roll-out guidance and tools for legal aid and protection services.
- Lead initiatives to partner with international and national/local actors.
- Represent and contribute to sectorial working group/clusters and thematic groups.
- Lead coordination and engagement with government entities to influence national priorities.
- Ensure ICLA activities comply with NRC’s Safe and Inclusive Programming guidelines.
- Ensure sustainability and transition of the ICLA program including refugee inclusion in national systems.
Requirements
- Minimum 5 years of professional experience within technical expertise area in a legal/humanitarian/recovery/development context.
- Experience in legal aid/access to justice programming.
- Experience working with displacement-affected populations and experience in middle-income or high-income humanitarian contexts.
- Experience working in coordination and liaising with external actors and donors.
- Ability to work independently and proactively with limited daily support and supervision.
- Fluency in French and English, both written and verbal.
- Knowledge of Arabic is a strong asset.
- Bachelor's degree (Université 4 ans)
