See your match score & applyThe Site Development Operations Officer (Engineer) supports the implementation of site development activities including engineering design, construction and rehabilitation of drainage, access, slope mitigation works, and solar energy infrastructures in Cox's Bazar camps. The role ensures quality, timely completion of projects contributing to disaster risk reduction and safe access to services for beneficiaries.
Responsibilities
- Assist the Programme Coordinator (Site Development) on technical aspects of IOM construction work including assessment, design, Bill of Quantity calculation, work scheduling, tendering, technical specification, monitoring and evaluation, and contract administration.
- Draft civil designs for site development works including drainage, hydraulic analysis, road and culvert design, large scale cut/fill, quantity take offs, retaining wall and bio engineering interventions.
- Undertake regular field visits to monitor ongoing construction and rehabilitation project sites and ensure quality standards.
- Coordinate construction projects ensuring quality completion in a timely manner and within budget.
- Report on project financial, technical, and schedule compliance.
- Provide guidance on quality control and technical areas to technical support staff in the field.
- Assist with development and implementation of design standards, monitoring mechanisms, quality assurance mechanisms, and construction specifications.
- Participate in tender evaluation including assessment of bidders’ qualifications and review of quoted unit rates.
- Provide technical guidance for accurate record keeping, construction inspections and quality audits.
- Coordinate installation, repair and maintenance of solar energy infrastructures such as solar streetlights, mini grids, nano grids, lighting arresters.
- Provide information and documentation for project proposals and contribute to operational planning for emergency preparedness and disaster risk reduction.
- Perform management support activities for multiple construction projects working with multi-disciplinary teams.
- Perform other duties as assigned.
Requirements
- Master’s degree in Civil Engineering or Electrical Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or, Bachelor's degree in the above field with four years of relevant professional experience.
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Experience working with International Organizations and/or NGOs, particularly within the region, is an advantage.
- Experience in camp rehabilitation, building structural design and site development is an advantage.
- Experience with solar energy infrastructures within humanitarian context, is an advantage.
- Experience in civil design, direct construction supervision, contract administration, surveying, quantity surveying and leveling.
- Experience in computer aided drawing, working with common engineering-related software.
- Previous experience working in Bangladesh or Rohingya Population will be beneficial.
- Civil/electrical engineering technical skills.
- Project management skills.
- Demonstrated people management skills, particularly in the field of humanitarian assistance.
- Demonstrated communication and negotiation skills.
- Computer literacy, including usage of Excel and Computer-Aided Design programmes such as AutoCAD, ArcGIS.
- Fluency in English is required (oral and written).
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
