Consultant(e) senior consultations sectorielles et élaboration de recommandations stratégiques : Tanger- Tétouan- El Hoceima

The consultant will lead the design, organization, and facilitation of three sectoral consultations in Tanger to validate technical findings, gather stakeholder perspectives, prioritize concrete actions, and consolidate strategic recommendations and an operational roadmap on digital resilience, inclusion, and prevention of digital risks in the Tanger-Tétouan-Al Hoceima region. This role supports the transformation of a UNESCO-led report into actionable territorial levers through participatory processes involving institutional, associative, and community actors.

Responsibilities

• Analyze and appropriate the UNESCO report and reference documents.
• Develop consultation methodology and facilitation/data collection tools.
• Prepare presentation and animation materials.
• Identify and mobilize relevant participants; manage invitations and confirmations.
• Coordinate with stakeholders prior to sessions.
• Facilitate three sectoral consultations with 24 participants each, divided into sub-groups covering governance, operational response, and inclusion and collective resilience.
• Adopt a participatory, inclusive approach focused on actionable recommendations.
• Use accessible report restitution, participatory exercises, case studies, serious gaming scenarios, and collective validation/prioritization mechanisms.
• Ensure inclusion of youth and migrants, gender sensitivity, active beneficiary participation, and safe constructive spaces.
• Draft technical and strategic deliverables including methodological toolkit, consultation reports, and final strategic recommendations and operational roadmap.
• Coordinate with IOM for logistics such as venue reservation, catering, and transport for vulnerable beneficiaries.

Requirements

• Experience in strategic facilitation and multi-stakeholder dialogue.
• Expertise in digital resilience, migration, youth, or governance.
• Proven experience in facilitating focus groups and participatory consultations.
• Excellent writing and analytical skills.
• Good knowledge of the Moroccan context and institutional and associative dynamics.
• Experience collaborating with UN agencies and international organizations is an asset.
• Fluency in French is mandatory.
• Arabic and English are assets.
• Submission of updated CV, technical offer including methodology, financial offer, and relevant references for similar missions.
