The Chief of Section, Human Resources Management, P5, is responsible for fully integrated and regulatory-compliant human resources management in the United Nations Support Office in Haiti (UNSOH). The incumbent advises senior leadership on HR planning, policy implementation, and management to ensure alignment with mission priorities and budgetary imperatives.

Responsibilities

  • Participate actively in mission planning and determine staffing requirements and structures.
  • Advise Senior Management on workforce planning, succession planning, and forecasting human resources requirements.
  • Develop staffing strategies and recruitment plans for civilian positions in coordination with mission components.
  • Conduct systematic workforce assessments and identify gaps to respond to staffing needs.
  • Advise on implementation of organization-wide change initiatives impacting human resources.
  • Lead review of mission structures for adjustments including consolidation and reduction of posts.
  • Participate in budget development and advise on human resources requirements and staffing tables.
  • Coordinate with DOS on staffing aspects of the mission’s budget and classification of posts.
  • Oversee expenditures related to staffing and ensure budget compliance.
  • Supervise Post Management functions and advise hiring managers on staffing movements.
  • Ensure transparent, merit-based recruitment and selection processes complying with gender balance and geographic diversity policies.
  • Act as functional advisor on Human Resources policies and practices to Senior Management and staff.
  • Supervise knowledge building on staff rules, regulations, and entitlements.
  • Provide direction on interpretation and application of policies, staff regulations and rules.
  • Monitor implementation of delegated authorities and represent Senior Management on advisory bodies.
  • Support compliance with UN staff performance management system and provide guidance on work plans.
  • Coordinate training and orientation programs in performance management and supervisory skills.
  • Counsel staff and managers on underperformance and facilitate remedial measures.
  • Advise on training opportunities and career development paths for staff.
  • Coordinate with FPD on global vacancies and career counseling.
  • Assess skills and knowledge of HR staff and design training programs on HR management and IT systems.
  • Address and mitigate staff grievances and develop preventive activities related to human resources management.
  • Develop open dialogue with staff unions and organize meetings on HR matters.
  • Maintain communication with UN Country Team for coordination on salary surveys and entitlements.
  • Develop and implement a communication strategy including intranet updates and meetings.
  • Work on emergency preparedness and crisis management related to HR response.
  • Develop and report on change management plans related to HR policies, processes, and systems.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree is required.
  • A minimum of ten years of progressively responsible experience in human resources management, administration or a related area is required.
  • Practical experience with the planning and delivery of human resources services in complex environments is required.
  • Experience in managing staffing, administration, and talent acquisition using enterprise resource platforms is required.
  • Experience in managing complex restructuring processes, including rightsizing of workforce is desirable.
  • Hands on experience with UN Human Resources/Administrative procedures and knowledge of UN Information Management are desirable.
  • English is required at UN Level II proficiency in reading, writing, listening, and speaking.
  • French is desirable at UN Level II proficiency in reading, writing, listening, and speaking.
