The Human Resources Officer will provide advice, guidance, and direction on human resources policies, review and approve HR transactions, supervise team members, manage complex HR cases, and contribute to process optimization and communication strategies within the Human Resources Administration Unit (International) at IOM's Global Shared Services Centre.

Responsibilities

  • Review and approve transactions in relevant tools and systems, as defined in the HRAU International Approval Matrix.
  • Supervise the National Officers and provide guidance to other team members on a wide range of operational matters.
  • Liaise regularly with the other units of GSSC HR Hub, especially Payroll Unit, Recruitment (REC), and Insurance Unit Manila (IUM), for coordination of HR processes within GSSC HR Hub.
  • Provide support and coordinate with relevant units on issues related to Wave.
  • Monitor key performance indicators (KPIs) and service level agreements (SLAs) and provide regular reports on achievements and areas for improvement to the Head of Unit.
  • Analyse performance data to identify gaps and coach team members to enhance capability and service delivery.
  • Coordinate with Regional Offices, including Regional Human Resources Business Partners (RHRBPs) and the Department of Human Resources (DHR) on different projects; manage and respond to queries from clients; and contribute to data management, analysis, and reporting to support strategic HR initiatives.
  • Provide advice, guidance, and direction on the interpretation and application of human resources policies, regulations, and rules.
  • Review, summarise, analyse, and recommend solutions on complex cases for escalation to supervisors, paying specific attention to precedents on similar cases.
  • Ensure timely, clear, and professional communication within HR processes by team members within the designated operations desk, including by sending interim replies as a standard practice.
  • Monitor clients’ satisfaction through surveys and other feedback mechanisms and use clients’ feedback to continuously improve and enhance our processes, with a view to simplifying and being more efficient through innovation and AI.
  • Develop and implement a communications strategy and action plan to provide information to clients on HRAU roles, responsibilities, services, and tools, in coordination with the Unit Head and the other HR Officers.
  • Streamline processes, practices, workflows, templates, and forms to promote efficiency and consistency.
  • Collaborate closely with the HRAU International KPI and SLA Team to fine-tune KPIs and SLAs based on extensive data collection, analysis, and reporting.
  • Consistently review processes and analyse workflows to identify bottlenecks and issues as well as develop adequate solutions, including escalation to the relevant stakeholders (e.g. DHR Policy Unit, RHRBPs, etc.).
  • Contribute to the further stabilisation of Wave by analysing challenges encountered in using the system and proposing solutions through configurations and enhancements in close collaboration with other units of GSSC HR Hub as well as Business Transformation and Oracle experts.
  • Reinforce IOM standards of conduct and foster a respectful, safe, and inclusive working environment.
  • Act as Officer in Charge of HRAU in the absence of the Head of HRAU (International).
  • Perform other related duties as may be assigned.

Requirements

  • Master’s degree in Human Resources, Business Administration, Psychology, or a related field with five years of relevant professional experience; or, Bachelor's degree in above or related field with seven years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience in Human Resources Management and personnel administration.
  • Experience using an ERP system.
  • Experience in an international organization, non-government or government institutions / organisation in a multi-cultural setting is an advantage.
  • Experience documenting procedures / developing standard operating procedures highly desirable.
  • Supervisory experience is desirable.
  • Advanced knowledge of Microsoft Office Suite.
  • Knowledge of IOM/UN HR procedures and rules is an asset.
  • Knowledge of SAP highly desirable.
  • Fluency in English is required (oral and written).
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
