The Staff Officer provides political and civilian C2 intelligence analysis to support NATO's operational planning and decision-making processes at Joint Force Command Norfolk. The role involves all-source intelligence analysis, political domain expertise, and coordination with multiple intelligence branches to deliver comprehensive threat assessments and operational advice.
Responsibilities
- Analyse information and intelligence pertaining to the PMESII political domain to contribute to a comprehensive picture of the engagement space and support operational planning and decision making.
- Conduct all-source intelligence analysis to develop actionable knowledge and support System of Systems Analysis.
- Identify actors, organisations, relationships, dependencies, and interactions within the political and Civilian C2 system in coordination with other analysts and intelligence branches.
- Create and draft intelligence summaries, reports, briefings, and provide political inputs to threat assessments.
- Maintain and update encyclopaedic data on governance and political issues for areas of intelligence responsibility.
- Identify educational opportunities and attend seminars, workshops, and conferences to increase knowledge and situational awareness.
- Conduct horizon scanning and maintain situational awareness on political and civilian C2 issues to support RSM, NRF, and regional focus.
- Coordinate and exchange information with JFCNF POLAD Office and other intelligence counterparts.
- Provide analytical support to Target System Analysis and High Value Individual Assessment processes.
- Fulfil the position of political analyst during all phases of operations and exercises and act as reach back to deployed JTF HQ if necessary.
- Act as Alternative Analysis facilitator within the J2 division and provide guidance on its application.
- Coach and mentor junior intelligence personnel on methodology and procedures.
- Provide command advice within the political and civilian C2 area of expertise with a scientific problem-solving approach.
- Manage and supervise project or cross-domain assessment teams to generate knowledge for complex problem sets within JFCNF Area of Interest.
Requirements
- University Degree in political science, public administration, international relations, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
- Educational and practical background of the political domain derived from a university and working experience.
- Extensive work experience as an intelligence analyst in a national function or NATO.
- Proven ability to work academically/methodically and to contribute a scientific perspective to Knowledge Development.
- Previous political analytical experience.
- Experience in providing political, policy and operational advice.
- Ability to synthesize data, develop recommendations, influence partners and report on status recommendations.
- Familiarity with the SoSA and Knowledge Development (desirable).
- International experience including working for UN, NATO, EU, or international departments of transnational firms (desirable).
- Experience covering joint staff functions at operational level (desirable).
- English language proficiency at SLP 3333 (Listening, Speaking, Reading and Writing).
- Ability to provide high-level advice and briefings to senior officials.
- Strong communication skills, both oral and written.
- Methodical approach and ability to engage with multiple organisations and nations.
- Problem analysis skills and critical thinking.
- Experience working directly in military intelligence or assessment.
- Must be able to obtain NATO SECRET Security Clearance prior to contract confirmation.
