The consultant will support the implementation of the ATHIS project by developing training plans and materials, delivering training sessions, providing technical support for monitoring and evaluation, and preparing reports. The role involves collaboration with UN-Habitat teams and partners to promote sustainable and equitable housing solutions in Brazil.

Responsibilities

  • Provide support to the development of the initial premises and identify priority thematic areas for the ATHIS training plan and materials, drawing on the project’s capacity needs assessment and ATHIS assessment.
  • Develop a training plan and related materials for an ATHIS training course, structured into three modules targeting: (1) Municipal Professionals; (2) CSOs, NGOs and CBOs and (3) Architecture and Urbanism professionals, including the participation of Global South partners as specialists.
  • Deliver training sessions for each module above, prioritizing practical, hands-on learning and field-based activities conducted in selected territories.
  • Provide technical support to the participatory development of the Monitoring and Evaluation Strategy, in collaboration with other UN-Habitat experts, CAU/SP team and consulted Global South partners, incorporating Global South good practices and ensuring attention to gender-sensitive approaches.
  • Deliver virtual capacity-building sessions with global south ATHIS professionals for promoting the Monitoring and Evaluation tools and methodologies as well as participate in knowledge exchange between global south experts and the teams involved in the ATHIS pilot interventions.
  • Provide technical support and follow the development of a methodology handbook detailing step-by-step guidance on how to apply the Monitoring and Evaluation tool, using accessible language and practical examples.
  • Conduct collaborative activities and training with CAU/SP professionals on the use of the Monitoring and Evaluation tools and their methodologies.
  • Design and apply mechanisms to assess participants’ learning outcomes, for both ATHIS and Monitoring and Evaluation trainings, and compile and analyze results to inform continuous improvements and lessons learned.
  • Prepare reports as required, documenting the implementation of in-person and virtual training activities.
  • Participate in all field missions as required for the implementation of activities.
  • Complete all courses and training activities indicated by supervisor.
  • Accredit the security course BSAFE from UNDSS during the first month of employment.
  • Comply with United Nations security mechanisms according to the Framework of Accountability for the United Nations Security Management System.

Requirements

  • Bachelor’s degree in Architecture and Urbanism is required, or additional three (3) years of relevant experience to the post, beyond the requirement.
  • Postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urbanism, Geography, Sociology, Law, Social Work, Public Policy, Social Sciences, or related fields is desirable.
  • A minimum of three (3) years of experience in urban development and/or social housing in Brazil is required.
  • Experience in capacity building programmes and/or teaching is required.
  • Experience with social housing is desirable.
  • Experience with South-South Cooperation is desirable.
  • Experience in the social area and coordinating fieldwork, preferably in the public sector, is desirable.
  • Previous experience working in the United Nations is desirable.
  • Good computer skills in Windows and Office packages and Web search engines are required.
  • Good handling of technological tools and use of software and online platforms is required.
  • Good handling of online events and conference tools is required.
  • Good knowledge of project management methodologies is desirable.
  • Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development.
  • Professional approach to work, strong sense of responsibility, operating with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines.
  • Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in sharing information and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences.
  • Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.
  • Knowledge of the processes, procedures, and norms of UN-Habitat to guarantee adequate quality of activities.
  • Ability to propose formats and procedures for efficient implementation of project activities.
  • Ability to maintain and ensure accessibility and updating of office files and databases related to the project.
  • Ability to ensure that all produced material is fit-for-purpose and delivered in an organized way for consultation and use of the Agency.
  • Fluency in Portuguese is required. Working knowledge of English is desirable.
