The Quality Engineering Technician - Associate ensures that all contractor and supervision work complies with required quality standards. The role involves construction supervision, quality management, contract administration, health and safety compliance, and capacity development to deliver resilient, safe, and sustainable infrastructure aligned with UNOPS standards.

Responsibilities

  • Support supervision of daily construction activities to ensure execution according to quality plan, project specifications, approved plans, and contractual obligations.
  • Monitor work progress and contractor performance to coordinate quality management activities.
  • Represent UNOPS in site meetings, coordination forums, and stakeholder consultations as delegated.
  • Ensure effective communication and coordination with contractors, suppliers, and project stakeholders regarding quality control and assurance to address technical and operational issues timely.
  • Contribute to compliance with UNOPS quality standards and project-specific quality assurance plans by contractors and supervision.
  • Conduct ongoing inspections and verify material, equipment, and work tests to ensure conformity with design specifications, storage, and quality criteria.
  • Coordinate and participate in preparatory, initial, follow-up, and completion inspections and related documentation with contractors and supervision.
  • Review and monitor measurement equipment records and calibrations.
  • Review and verify contractor and supervision quality control procedures, inspection reports, and material certifications.
  • Review and follow up on project test and trial plans.
  • Identify and report non-conforming elements, construction or manufacturing procedures, or products against specifications, plans, regulations, and best practices.
  • Follow up on corrective actions for non-conforming elements or products and update records.
  • Review contractor and supervision document management and UNOPS own documentation management.
  • Prepare and follow up quality control documentation including inspection checklists, records, test results, and non-conformity reports.
  • Review monthly reports related to contractor and supervision quality control and assurance and provide critical approval judgments for estimates and progress reports.
  • Provide technical guidance to contractors and field staff to ensure continuous quality improvement and specification compliance.
  • Collaborate in project quality control audits.
  • Prepare monthly reports related to project quality control and assurance.
  • Prepare reports related to quality management as required.
  • Contribute to implementation of UNOPS HSSE management systems at project site ensuring compliance with organizational and local regulations.
  • Support periodic safety inspections, safety talks, and risk assessments to identify and mitigate hazards.
  • Promote environmental sustainability and integrate green construction practices in all project activities.
  • Monitor and report incidents, accidents, and corrective actions maintaining a culture of responsibility and prevention.
  • Support monitoring of project progress against work plans, milestones, and performance targets providing accurate updates to stakeholders.
  • Prepare detailed weekly and monthly quality management reports covering progress, quality, health and safety, environment, and finance.
  • Support preparation of Interim Payment Certificates (IPCs), contract closure documentation, and project completion reports.
  • Maintain comprehensive records related to quality control and assurance, inspection reports, test results, correspondence, and photographic evidence.
  • Organize and participate in project meetings, prepare minutes, follow up on action points, and monitor progress.
  • Support organization, facilitation, and delivery of training and learning sessions on quality management, projects, and construction management.
  • Participate in knowledge exchange initiatives and Communities of Practice contributing ideas and lessons learned.
  • Conduct research on infrastructure and quality management topics and contribute to reports, summaries, and briefing notes.

Requirements

  • Secondary education (or equivalent) with 6 years of relevant experience; OR Bachelor's degree (or equivalent) in Architecture, Civil Engineering, or related fields with 2 years of relevant experience.
  • Specialization studies or courses in quality assurance of works are valued.
  • 2 to 6 years of relevant experience (depending on academic credentials) in building construction phase, works supervision, or infrastructure project management or similar fields.
  • Experience in quality control, monitoring, and reporting within construction projects.
  • Demonstrable competence in collaboration and productivity tools (e.g., MS Office, G-Suite) and web-based management systems.
  • Relevant experience in quality control and assurance in infrastructure projects, supervision, construction or design is desirable.
  • Experience with quality management systems under ISO 9001 standard is desirable.
  • Experience working in multicultural environments or UN system organizations in developing countries is desirable.
  • Experience in development or humanitarian contexts is desirable.
  • Experience in project documentation, report writing, and technical communication is desirable.
  • Experience in construction management and supervision using BIM and Construction Management Technologies is desirable.
