The Consultant will provide technical coordination and substantive support to resource mobilization efforts, including development of high-quality concept notes, funding proposals, investment cases, and financing proposals. The role involves working across technical divisions, country offices, and external partners to ensure alignment with donor priorities and requirements.

Responsibilities

  • Develop, write, and submit expressions of interest, concept notes, funding proposals, and related donor-facing materials tailored to donor priorities, requirements, and communication style.
  • Source and synthesize country/regional evidence, GPW14 indicators, lessons learned, and case studies to develop evidence-based and impact-oriented proposal narratives.
  • Translate internal budget formats into donor templates and develop clear and coherent budget narratives aligned with technical inputs and donor expectations.
  • Draft cover letters, talking points, and contribute to high-stakes correspondence with donors related to assigned calls for proposals and related funding opportunities.
  • Develop investment cases and investment-ready financing proposals tailored to financing partner priorities, requirements, and communication styles, including leading and coordinating complex, multi-staged development processes across various stakeholders.
  • Support the development of investment cases and investment-ready proposals, including costed plans, articulation of investment rationale, value-for-money, and expected health and economic impact.
  • Source and synthesize country/regional evidence, GPW14 indicators, lessons learned, and case studies to develop evidence-based, impact-oriented and economically grounded investment narratives.
  • Lead and coordinate end-to-end proposal and investment case development processes, including clarification of call requirements, development of writing plans, tasking of inputs, version control, and timeline management.
  • Coordinate the development and consolidation of all proposal and investment case components, including inputs from technical teams, budgets, results frameworks, work plans, and other required annexes, ensuring coherence and alignment across submissions.
  • Interpret, document, and communicate donor and financing partner requirements and compliance conditions to inform relevant teams and ensure alignment throughout the proposal and investment case development process.
  • Ensure proposals and investment cases comply with UN and WHO guidelines and principles (including SDGs, gender/equity mainstreaming, and climate considerations) and adhere to WHO style and quality standards.
  • Participate in after-action reviews to capture lessons learned and support continuous improvement of internal processes and the quality of future submissions.

Requirements

  • Advanced university degree in social sciences, public health, international development, public policy, communications, or related field.
  • More than five years of relevant experience in developing multi-million-dollar funding proposals or investment cases for public health, humanitarian, climate or development programmes, with a proven track record of securing successful outcomes at international level.
  • Advanced University degree or training/certification in proposal development, RBM/logframe, and/or M&E for Band level C.
  • Over ten years of relevant experience in developing multi-million dollar funding proposals or investment cases for public health, humanitarian, climate or development programmes, with a proven track record of securing successful outcomes at international level.
  • Experience working within or with WHO/UN system or other international organizations is desirable.
  • Proven experience in managing multiple stakeholders (Government, partners, consultants, country offices) effectively to successfully achieve project goals and deliverables.
  • Experience coordinating multi-country and/or multi-stakeholder proposal development processes.
  • Experience developing proposals for a range of donors, including bilateral donors, philanthropic organizations, private sector entities, and/or multilateral development banks, multilateral climate funds or development finance institutions.
  • Background or experience in health systems and/or health policy.
  • Experience in developing investment cases, costed plans, or financing proposals in the health or development sector.
  • Experience working in the Asia-Pacific region.
  • Excellent writing and editing skills, with the ability to develop clear, concise, and persuasive narratives tailored to different audiences.
  • Ability to quickly review and synthesise technical information in policy, tender or other government documents.
  • Strong organizational and coordination skills, with the ability to manage inputs from multiple stakeholders across hybrid teams (virtual and face to face) under tight deadlines.
  • Good understanding of results-based management approaches (e.g. theory of change, logframes, indicators, basic M&E concepts).
  • Ability to interpret and apply donor requirements and ensure alignment with organizational policies and guidelines.
  • Ability to self organise to deliver on strict timelines, with strong initiative and problem-solving skills.
  • Proficiency with digital tools: Microsoft 365, SharePoint, Power BI (for evidence/visuals).
  • Expert knowledge of English.
