The Assistant Administrative Officer will support the Human Rights Inquiries Branch within the Group of Human Rights Experts on Nicaragua in Panama. The role involves managing human resources activities, assisting with budget and finance monitoring, and performing general administrative duties to ensure office functionality and compliance with UN policies.
Responsibilities
- Undertakes actions related to the administration of the section’s human resource activities, ensuring consistency in the application of UN rules and procedures.
- Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
- Assists in developing and monitoring the Secretariat’s work program and budget, ensuring compliant and efficient use of financial resources.
- Monitors budget/work program, using Umoja.
- Supports the implementation of procedures and systems for implementing the appropriate financial database.
- Follows up on pending entitlements, payments and claims.
- Contributes to the development of budgetary guidelines for own unit.
- Performs other related administrative duties, including operational travel programme, visas, MFA card applications, monitoring accounts and payments to vendors and contractors, and physical space planning.
- Liaises with OHCHR HQ colleagues on travel, procurement, finance, administration, human resources and other related matters.
- Coordinates the administration of the office premises, including logistical and technical aspects, in accordance with OHCHR policies and standards.
- Oversees identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
- Performs other related work as required.
Requirements
- First level university degree in business or public administration, finance, accounting, law or related field is required.
- A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
- For candidates who hold an advanced degree (Master’s or higher) in a relevant area of study, no experience is requested.
- Working experience with Enterprise Resource Planning (ERP) systems such as Umoja and Inspira is desirable.
- At least two (2) years of relevant work experience in an international organization is desirable.
- Working knowledge of Microsoft Office, Adobe Acrobat and general tech skills are desirable.
