The External Relations Officer is responsible for building resource mobilization capacity throughout the Office at Headquarters and Field, ensuring a consistent approach to resource mobilization, developing strategic partnerships with donors, and contributing to the organizational effectiveness of UN Human Rights. The role involves training, advising senior management, coordinating resource mobilization strategies, and representing the Chief of Section in relevant meetings.

Responsibilities

  • Builds resource mobilization capacity throughout the Office at Headquarters and for the Field by acting as the focal point for capacity building, leading training activities, writing training modules and presentations, developing standardized tools, adapting training materials, liaising with relevant departments, exploring new training methods, and promoting relevant tools internally and externally.
  • Contributes to ensuring an office-wide consistent and coherent approach to resource mobilization by providing advice on policies, strategies, and approaches, coordinating project management principles, preparing briefing notes and position papers, drafting correspondence for donors, ensuring compliance with UN rules and procedures, overseeing fundraising proposals, and supporting senior management missions.
  • Develops and maintains key strategic partnerships with assigned donors by advising senior management, promoting partnerships within the UN system, leading resource mobilization and outreach strategies, coordinating joint efforts, analyzing donor policies, organizing donor briefings, and traveling to capitals for discussions.
  • Contributes to the organizational effectiveness of UN Human Rights by representing the Chief of Section in meetings, coordinating unit work including administrative matters, ensuring implementation of the resource mobilization strategy, and assisting the Chief of Section as required.

Requirements

  • An advanced university degree (Master's degree or equivalent) in social science, political science, communication, journalism, international relations, public administration, business administration and management, economics or related field is required.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven years of progressively responsible experience in human rights, humanitarian or development work, out of which five years of experience in donor relations and resource mobilization is required.
  • Experience in the area of capacity building is required.
  • Experience in results-based management is desirable.
  • English is required at UN Level II for reading, writing, listening, and speaking.
