The Protection Officer is responsible for prevention and community-based protection activities, including technical supervision of protection assistants. The role ensures quality implementation of Community-based Protection (CBP) and Group Cash Transfer (GCT) programs, working with communities at risk of displacement and supporting partners and CSOs.
Responsibilities
- Lead capacity building and technical supervision of CBP implementation including community consultations, selection and training of CBPG members, and development and implementation of Community Action Plans.
- Support capacity development through training and coaching CBPG members on protection risk analysis and prioritization.
- Support protection assistants in using CBP tools and carrying out activities per CBP SoP and data protection guidelines.
- Submit bi-weekly protection reports to Protection Team Leader summarizing activities and key findings.
- Liaise with DRC IM and MEAL staff to ensure accurate data management.
- Support DRC Protection team and CSO partners in applying participatory, community, rights based, and gender responsive CBP approaches.
- Facilitate meetings, focus groups, interviews, training and awareness-raising in IDP camps and conflict-affected communities.
- Support Group Cash Transfer activities to address immediate protection risks linked to livelihoods.
- Ensure protection awareness sessions reflect protection trends and community needs and are conducted per DRC guidelines.
- Support partnership development and engagement with local networks, CSOs, and stakeholders in Northern Shan State.
- Conduct field monitoring visits as assigned.
- Contribute to design and delivery of training and awareness sessions for IDPs and Protection Focal Points.
- Collaborate with Protection Monitoring and Case Team to identify protection risks and trends.
- Coordinate with CSOs and relevant stakeholders to ensure smooth implementation of activities.
- Prepare weekly protection reports summarizing activities and findings.
- Draft financial and procurement documents under supervision.
- Support recruitment of new incentive workers.
- Perform other duties as assigned by Protection Team Leader and Project Manager.
Requirements
- Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualifications.
- At least 2 years of work experience, preferably in humanitarian and/or similar programs with (I)NGOs or UN agencies with excellent references.
- Strong understanding of the main protection, human rights and protection issues in the Northern Shan State context and experiences of protection community Based Protection Approaches.
- Strong facilitator and knowledge of participatory approaches, with experience in community and partnership engagement (including CSOs/CBOs, partnership engagement and networking).
- Good analytical skills, critical thinking problem solving skills.
- Fluency in Burmese language, English and additional local languages (Shan and Kachin, etc) would be an asset.
- Strong team coordination and leadership skills and attention to detail.
- Excellent skill in MS Word, Excel, and PowerPoint.
