The Lead Business Analyst will support the development and delivery of business services and adoption of corporate IDM solutions at WFP. The role involves designing business processes, implementing assurance controls, conducting country office assessments, and coordinating with technical teams to enhance IDM & Delivery services globally.

Responsibilities

  • Lead the elaboration, validation and documentation of high-level business requirements, functional and non-functional specifications and designs of business processes related to registration, verification, assistance instrument tracking and enrolments, assistance distribution and reconciliation following a Human-Centered Design (HCD) approach.
  • Lead the development, packaging and scale up of IDM & Delivery global services, including defining the service deliverables and the model for financial cost-recovery.
  • Provide advice and support to Country Offices related to standard operating procedures, best practices and available tools and services to increase overall assurance for all modalities and ensure their coherence with policies, user needs and operational workflows.
  • Actively engage with Country Offices and regional counterparts in the design and setup of digital roadmaps for operational systems for IDM delivery.
  • Lead assessments of corporate capabilities and field practices related to IDM delivery processes such as registration, verification, and transfer reconciliation, analysing gaps and proposing improvement actions for corporate solutions.
  • Independently develop IDM guidance, Standard Operating Procedures (SOPs) and assurance controls to support the rollout of Global Assurance for in-kind and cash operations.
  • Coordinate with WFP TEC Division, Programme Monitoring and Reporting, IDM Norms and Standards teams and other relevant Supply Chain units to ensure that corporate systems perform the business capabilities needed.
  • Guide the prioritisation of new features, product roadmaps and change requests for corporate systems based on field needs, corporate standards and best practices.
  • Agree on deliverables (formalized as Service Agreements) and lead the delivery of IDM & Delivery services.
  • Perform root-cause analysis of structural CO issues related to IDM, delivery and reconciliation and propose new long-term approaches and innovations for running the business.
  • Where needed, deploy on mission to provide field support and deliver trainings.

Requirements

  • University Degree in International Development Studies, Economics, Computer Systems Engineering, Business Administration, or related field.
  • 5 years or more of relevant progressive work experience in humanitarian or private sector.
  • WFP or other humanitarian field experience, including expertise in setting up IDM delivery processes in diverse field contexts is required.
  • Proven experience in Agile development methodologies and collaborating with technical teams to deliver field solutions.
  • Deep knowledge of the IDM ecosystem including SCOPE, PIT and SRA.
  • Proficiency in Microsoft Office, Tableau, AzureDevOps, general knowledge of database technologies and product management methodologies and tools.
  • Fluency (level C) in English required, with an intermediate knowledge of another official UN language (Arabic, French, Chinese, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
