The Senior Financial Management Specialist will provide technical guidance and advice on financial management and financial due diligence in sovereign operational activities. The role involves supporting financial management performance, strengthening country systems, and promoting knowledge sharing within South Asia, based in the Bangladesh Resident Mission with potential relocation to Manila or other offices.

Responsibilities

  • Provide technical guidance, information, analysis and advice on financial management and financial due diligence issues in sovereign operational activities in line with relevant ADB policies, guidelines, and instructions.
  • Support the continuous development and implementation of financial management guidelines and procedures, consistent with ADB's guidelines.
  • Advise sovereign operations teams and Resident Missions staff in the development of strategies for financial management in the relevant developing member countries.
  • Propose areas for streamlining/automation to support ADB's digitalization agenda for internal operations and for borrowers and executing agencies.
  • Provide technical guidance as member of sovereign operations' project teams on financial due diligence work including assessments of executing and implementing agencies.
  • Support preparation and agreement of cost estimates and financing plans to support project implementation.
  • Support or lead preparation of financial projections and analyses to determine financial sustainability and review cost-recovery and tariff policies.
  • Conduct financial evaluations including sensitivity analyses of project components with full cost-recovery objectives.
  • Propose mitigation measures for financial covenants when significant risks are identified.
  • Assess and agree on financial reporting, auditing and public disclosure arrangements for projects.
  • Respond to financial management issues during management and staff review meetings.
  • Participate in project preparation and review missions responsible for financial issues and help resolve problems.
  • Conduct or supervise review of APFS/AEFS for sovereign projects and provide guidance on quality issues and project implementation matters.
  • Ensure compliance with ADB's financial management and audit requirements by reviewing, validating, monitoring, and evaluating audit recommendations implementation.
  • Ensure quality control of financial management inputs, reports, briefings, presentations, and operational and non-operational documents.
  • Conduct country, sector and agency financial management diagnostics and strengthen financial management systems and capacity.
  • Assess, design and implement financial management capacity building programs for borrowers, executing and implementing agencies, supreme audit institutions, private sector auditors, and financial management staff.
  • Undertake knowledge sharing activities and regular communications with counterparts within and outside ADB.
  • Participate in meetings of the Multilateral Development Banks' Heads of Financial Management forum and other development partner forums.
  • Oversee the performance of reporting staff and ensure ongoing learning and development.

Requirements

  • Master's degree in Business, Finance, Commerce, or a related field; or University degree and at least 5 years of specialized experience relevant to the position may be considered.
  • Professional accounting qualification from an internationally recognized institution affiliated with IFAC is required.
  • At least 10 years of relevant professional experience in private or public sector financial management or related area with international experience working in several countries, across ADB's DMCs is preferred.
  • Expertise in the field, with experience leading projects and sharing relevant knowledge to benefit the broader ADB community.
  • Written and verbal proficiency in English.
  • Experience mentoring team members, providing guidance on delivery of services.
